Senior Environmental Analyst Agriculture (NY HELPS)
The New York State Department of Agriculture and Markets is seeking a Senior Environmental Analyst Agriculture to provide support to agricultural protection programs. This role involves reviewing submissions from energy developers and coordinating with various state agencies to ensure compliance with agricultural laws.
Government Administration
Responsibilities
Provide support to agricultural protection programs administered by the Division of Land and Water Resources
Support the solar and energy siting component of Agriculture and Markets Law AML 25AA by receiving incoming Notice of Intents (NOIs) from energy developers working within Agricultural Districts
Review NOI submissions
Coordinate NOI letters of determination for the Commissioner's review and signature
Correspond with NYS Energy Research and Development Authority (NYSERDA), NYS Department of Environmental Conservation (DEC), NYS Department of Public Service (DPS), The Office of Renewable Energy Siting (ORES) and other state agencies
Package and send project details to county Agriculture and Farmland Protection Boards and the Agency's Advisory Council on Agriculture (ACA)
Qualification
Required
Six years of work experience in a position having a substantial relationship to agricultural land use analysis, soil and water conservation management, or the protection of farms and farmland resources
OR Six years of work experience in any combination of the following roles: Soil and Water Conservation District Technician or Manager; National Resources Conservation Service District or Resources Conservation; New York State Soil and Water Conservation Committee (State Committee) Consultant Service Provider; Professional Staff of Land Trust Organization; Cooperative Extension Agent (Agriculture); or Regional Planning Commission and County Planning Office
An associate degree in a related field can substitute for two years of specialized experience
A bachelor's degree in a related field can substitute for four years of experience
A master's degree in a related field can substitute for five years of experience
A doctorate in a related field can substitute for six years of experience
One year of permanent, competitive service in a Grade 16 title or higher
Received a passing score on the most recent Senior Environmental Analyst Agriculture examination
