The U.S. Department of Education's Office of Federal Student Aid is responsible for administering federal financial aid programs. The Statistician (Data Analyst) will design and manage complex statistical data series, identify trends, and produce analytical reports to support decision-making in federal financial aid programs.

Responsibilities

Designing and managing one or more complex statistical data series or major components of a large-scale data series
Identifying trends and potential risks within the portfolio of student aid. Creating proactive and predictive models, developing analytical products such as business intelligence and dashboards, using programming platforms
Producing reports, white papers, and other briefing materials summarizing complex statistical analysis
Planning and preparing quantitative and qualitative analysis of data
Utilizing major statistical tools and techniques - structured query language, regression, and other modeling concepts - on large and unstructured data files
Leading, conceptualizing, planning, implementing, managing, and evaluating complex statistical analyses on the impact of current or proposed program plans, policies, operations, legislation and regulations on budgets, activities, and outcomes for students
Directing operational analyses using mathematical and applied statistics and probability theory to develop new techniques and methodologies, ensuring analysis activities are statistically valid, comply with agency policies, and meet all administrative requirements
Applying a variety of complex mathematical and statistical theories and techniques, including original techniques and methodologies, and specialized analyses to evaluate, design, and execute statistical sampling plans and analytical procedures
Serving as an authority in statistical methodology and operational data sources, leads the application of analytical techniques to include defining objectives and guiding audit teams in development of an analysis plan, often where no precedent exists
Reviewing and approving the presentation of statistical and non-statistical sampling methods and results, and application of advanced analytics in agency draft and final audit reports prior to publication of the reports

Required

Applicants must meet BOTH the Basic Requirement and the Specialized experience requirements in order to qualify for this position
Degree: that included 15 semester hours in statistics (or in mathematics and statistics provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc
Experience independently designing and maintaining cloud-based data workflows or architectures utilizing AWS services (Glue, Lambda, Redshift, or Sage Maker Suite) to build scalable, automated solutions for data processing and analysis
Experience utilizing tools and machine learning techniques to proactively monitor, detect, enhance and/or resolve data anomalies, quality, validation processes, and inconsistencies within a large dataset to ensure the integrity and accuracy of data
Experience independently implementing robust data validation, quality assurance, or monitoring processes within data pipelines or analytical workflows, utilizing Python, SQL, or specialized tools to ensure reliability, completeness, and accuracy of data
Knowledge of advanced mathematical and statistical theory, principles, concepts, and current professional developments
Ability to use coding and programming platforms to develop dashboards and other analytical products
Ability to clearly communicate statistical and analytical information to varied audiences
Ability to apply statistical and other modeling concepts, techniques, and evaluation methods to data
Skill in testing, evaluating, and validating emerging statistical theories, principles, concepts, and methodologies for large, complex, multidisciplinary statistical analyses
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments
Must be a US Citizen
Must Complete a Background Investigation and Fingerprint check
Education cannot be substituted for experience for this position and grade level
