Appeals Referee

The Commonwealth of Pennsylvania is seeking a qualified and dedicated Appeals Referee to join their Springfield Referee Office team. The role involves hearing and deciding first level appeals of unemployment compensation claims while ensuring a fair and consistent process for all cases.

Responsibilities

Hear and decide first level appeals of UC service center determinations
Preside over hearings and follow rules of evidence, due process standards, and standard administrative practice to move the proceedings to conclusion
Inform parties to appeals about policies, procedures, and rights
Ensure each appellant’s case is processed in a timely, consistent, and impartial manner
Conduct hearings as scheduled, review case files to prepare for each hearing, and use digital recording equipment to record hearings and dictate decisions
Supervise clerical and legal assistant staff who assist with these duties
Train, advise, and oversee the activities of these staff members; prepare performance reviews; and complete other supervisory duties
Issue clear and concise decisions reflecting evaluation of evidence and interpret policy and procedure from UC Law and regulations, precedent decisions in case law, and other instructions
Serve as a hearing officer for second level appeals and travel to other hearing locations to provide assistance or attend trainings and conferences

Required

Graduation from an approved school of law and certification of admission to the bar of the Supreme Court of Pennsylvania and one year of experience in the practice of labor law
Four years of experience in the determination of unemployment compensation claims, including adjustments, overpayments, and appeals supplemented by 6 college level credits in English composition or other related English courses
Four years of professional experience which involves the application of taxing or benefit-paying provisions of the Unemployment Compensation Law in order to determine compliance, to improve Unemployment Compensation program operations, or to train others in the application of the law supplemented by 6 college level credits in English composition or other related English courses
An equivalent combination of experience and training which includes 6 college level credits in English composition or other related English courses
You must meet the PA residency requirement
You must be able to perform essential job functions
