The role involves drafting, editing, and reviewing contractual documents, as well as performing various administrative duties related to procurement and contract management.

Responsibilities

Provide support in one or more of the following areas – solicitation preparation, market research/analysis
Gather, review, draft and organize contracting data
Perform administrative duties including filing, photocopying, faxing and computer service
Use verbal and written communication skills, multi-tasking, customer service skills and interpersonal skills to provide customer support
Draft communications such as correspondence to vendors, internal email and other communications
Produce quality work under deadlines
Keep information organized and confidential
Experience with computer applications and software
Monitor and follow applicable laws and regulations
Prepare purchase orders, perform cost analysis, review requisitions for goods and services
Analyze price proposals, financial reports and other data and information and provide recommendations based on research
Draft and recommend methods, approaches and best practices to achieve procedural and process consistency
Gather and facilitate customer information and provide procurement standardized guidance/procedures to customer(s)
Perform data entry
Extract and format data for use in presentations or reports
Research and assist Contracting Officers in resolving invoicing issues
Utilize a variety of information acquisition systems including automated procurement data systems
Remain current on applicable regulations and laws

Required

A Bachelor's degree with a major in any field is preferred; a Bachelor's degree in Supply and Logistics Management is highly preferred
With a Bachelor's Degree: 2-4 years directly-related Service procurement and/or Financial Assistance experience is required
Without a Bachelor's Degree: 3 – 5 years of directly-related Service procurement and/or Financial Assistance experience is required
24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is required
Experience will include a minimum combination of directly-related experience, on-the-job training, and/or vocational training. Experience should be consistent with the specific requirements of procurement of services, material and/or inventory management
Professional, IT Services or Financial Assistance procurement experience

Preferred

Procurement for professional services with an emphasis in federal procurement (the Federal Acquisition Regulations or FAR) and/or other public sector procurement
Energy/utility industry experience
Demonstrated editing and proofreading skills with attention to detail and accuracy
Experience with Federal Grants & Agreements (2CFR200 and/or BFAI) – administering or drafting
