Montgomery County Government is seeking an Engineer III for its Department of Transportation. The role involves overseeing construction projects, ensuring they are completed on time and within budget, and providing engineering plan reviews and contract documentation.

Responsibilities

Providing comprehensive engineering plan reviews including constructability and sequence of construction reviews
Checking and verifying contract quantities and cost estimates
Drafting construction contract documents including Invitation for Bids (IFB) and Request for Proposals (RFP) for transportation facilities in the Division’s Capital Improvement Program (CIP) that are delivered through various project delivery systems including but not limited to design-bid-build, design-build, and Construction Manager at Risk (CMAR). The successful candidate will be responsible for the preparation of Invitation for Bids (IFB), Requests for Proposals (RFP), scope of services, contract amendments and other documents for the selection and contracting of construction services as well as for required modifications to existing construction contracts
Coordinating and conducting meetings with consultants, contractors, federal, state, local and other County agencies, and/or utility companies on program requirements, contract documents, schedule, budget, laws and regulations
Preparing and distributing meeting minutes
Assisting or leading the effort to acquire or renew construction permits
Training and mentoring others as needed

Required

Knowledge of engineering and construction utilizing industry standards, technical specifications, contract subject matter principles, regulations and procedures
Knowledge and skill in using computer and automated office technology such as: Microsoft Office products (Word, Excel, Outlook, PowerPoint, Office 365, SharePoint), Portable Document Format (PDF) software such as Bluebeam Revu or Adobe Reader/Writer
Detail-oriented, organized, timely, and reliable
Self-sufficient and a problem-solver
Ability to convey information professionally and work well with people at all job levels, from field to management
Ability to communicate technical and non-technical information effectively, both orally and in writing
Ability to deal tactfully, effectively, and equitably with stakeholders and other interested parties
Experience in constructing roads, bridges, sidewalks, culverts, storm drain systems in accordance with specifications and regulations
Three (3) years of experience in an engineering field appropriate to construction or transportation
Graduation from an accredited college or university with a Bachelor's Degree in civil engineering, construction management or a related discipline appropriate to the assigned position
Registration as a Professional Engineer may substitute for the degree
An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position
Possession and maintenance at all times of a valid Class 'C' (or equivalent) driver's license from the applicant's state of residence

Preferred

Contract development and administration
Knowledge and application of Federal, State and County procurement regulations
Knowledge and application of applicable Federal, State and/or County transportation codes, regulations and procedures
Review of plans and supporting documentation for construction of roadways, sidewalks, bikeways, retaining walls, bridges, and culverts
Constructability reviews of various transportation infrastructure projects
Application of engineering principles, practices, policies and techniques for construction and maintenance of transportation-related structures
Excellent Oral and written communication
