Grants & Contracts Accounting - Senior Accountant

Carole Robertson Center for Learning is seeking a Grants & Contracts Senior Accountant to effectively manage all OHS/Head Start contracts and ensure compliance with regulatory standards. Responsibilities

Preparation of the OHS/Head Start Draws with the required supporting documentation from the general ledger
Monthly reconciliation/ analysis of Revenue & Expenditures for each OHS/Head Start grant, including Budget vs. actual variance analysis by detailed line item
Preparation/ analysis of the OHS/Head Start Budgets, budget revisions, budgets amendments
Regularly attend OHS/ Head Start trainings to stay up to date and ensure the agency's compliance with Head Start Standards and Uniform Guidance and other regulatory standards, applicable regulations and accounting practices
Preparation/ review of the Non-Federal Share (NFS) match requirements for all OHS/Head Start Contracts to ensure compliance; gather and track the required supporting documentation
Preparation of all OHS/Head Start required monthly. semi-monthly, quarterly and annual reporting as a grantee of Federal funding; submission of the SF-425, SF-428, SF-429, FFATA and other required reports in a timely manner
Take a collaborative role to work with other Finance staff to prepare required documentation for contracts, contract amendments, and contract renewals, notify appropriate staff of any changes in the OHS/Head Start contracts
Gain a good understanding on OHS/Head Start allowable and unallowable costs (in accordance with the budgets) to ensure all expenditures are allocated properly and the organization is optimally reimbursed
Assist in the review and facilitation of the allocation of agency personnel to OHS/Head Start programs/ contracts; and ensure all personnel and related expenditures are allocated according to the budgets and the organization's cost allocation plan methodology
Work with other members of the Finance team to ensure all Revenue/ Draws are reviews, approved and submitted timely in accordance with the month-end close
Review of the PMS System to monitor receipt and processing of all OHS/Head Start related payments; notify appropriate Finance staff of any concerns, issues, and delays as necessary
Maintain supporting documentation from the general ledger and other internal sources, for Revenue and Expenditures
Monitors in accordance with contract requirements, subrecipients including performing regular audits and reviews to ensure compliance
Assist in preparation of OHS/Head Start compliance audits or reviews, if they arise (as needed)
Implement on-going procedures that ensures effective implementation of the OHS/Head Start contracts, to maximize funding resources and prevent recurrence of quality and compliance issues, in accordance with contracts requirements
Provide support to the CFO and finance team leadership as needed on Department projects such as policy formation and documentation, financial statement preparation and management reporting
The Grants & Contacts Senior Accountant will also communicate with relevant funders, program management staff, and administrative staff on regular basis, under the supervision of the finance leadership
Other duties as assigned
Attends and participates in staff meeting; required Town Hall meetings; other mandatory organizational-wide meetings/ trainings
Ensures confidentiality of all sensitive documents, files and agency records

Required

BA/BS in accounting, finance, business or a related field from an accredited institution of higher education
3+ years of professional accounting or experience in finance
Excellent administrative abilities and computers skills - including use of fund accounting software and financial recordkeeping systems (SAGE a plush); proficient in utilizing spreadsheets/ database programs (e.g., MS EXCEL)
Strong attention to detail and effective written and verbal communication skills
Strong analytical skills and the ability to analyze financial transactions, financial data accounting reports
Ability to work independently and manage multiple tasks and deadlines

Preferred

Knowledge / experience in grants and government contracts accounting
Experience with fiscal management of OHS/Head Start grants
