The Texas Juvenile Justice Department is seeking a Human Resources Specialist IV to perform highly complex human resources management work. The role involves coordinating the selection and hiring program, ensuring compliance with laws, and providing consultation to hiring managers.

Responsibilities
Screens employment applications to determine minimum qualifications
Updates and maintains accurate status of applicants in CAPPS Recruit
Reviews interview questions and responses, and selection packets for compliance with hiring policies, procedures, as well as employment laws
Coordinates with selected applicant to schedule testing; monitors for receipt of test results and notifies applicant; notifies applicant of required physical exam, medical testing, and fingerprinting
Provides guidance and advice to agency hiring managers and other staff on selection and hiring policies, procedures, and employment laws
Responds to inquiries for information and assistance
Assists with posting job vacancies, requesting criminal records checks, and conducting background checks
Assists with conducting new employee orientation, both in person and via telephone, for employment related actions
Monitors compliance with state and federal laws and regulations
Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms
Performs a variety of related duties not listed, to be determined and assigned as needed
Performs all duties in compliance with agency safety policies and procedures:
Reports safety hazards and corrects hazards when possible
Completes required documentation in the event of an accident/injury within requested time frames
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies
Qualification
Required
Bachelor's degree
Two (2) years of full-time wage earning experience in human resources or general office experience that included human resources related functions
Ability to pass a Criminal Background Check
Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution
Preferred
Experience using the Centralized Accounting/Payroll and Personnel System (CAPPS) HR or PeopleSoft HR
Experience using CAPPS Recruit or Taleo
Bachelor's degree in human resources, business, or a closely related field
PHR, SPHR, SHRM-CP, or SHRM-SCP certification
