Responsibilities

Provide leadership, inspiration, and guidance to the human resources/payroll team
Design, implement and oversee leadership development programs and/or supporting development initiatives: develop curriculum, content, tools, and processes to build leadership capability in alignment with organizational business objectives
Provide support to executives and management on matters of reinforcing culture, setting goals, developing policy, and implementing strategic objectives
Oversee talent management, including staff training and leadership development, recruitment, onboarding, payroll, retention, recognition, employee communication and career development. Assess and evaluate training and staff development needs and develop programs to meet needs
Develop, oversee and maintain performance management and appraisal programs
Assist employees and supervisors with questions and employee relation needs, elevating as appropriate
Oversee compensation and benefit programs, including job description and classification, salary structure and salary adjustments. Oversee benefit plan communication, enrollment and administration. Assess the competitiveness of human resources programs and practices against the relevant markets and make recommendations for improvements and changes
Remain current with employment laws, regulations and reports. Maintain an effective program of compliance with laws and regulations related to human resources and safety and manage tools, reports and resources with compliance agencies
Attend hearings; work with counsel to prepare documentation needed for cases. Coordinate and manage unemployment compensation cases, serving as liaison with external representatives
Research and recommend the development of, or revisions to, policies/procedure to ensure best practice implementation or compliance; maintains the Employee Handbook, updating and coordinating distribution and publishing to employees
Provide direction to assigned staff in the performance of their duties, establishing work priorities in achieving strategic and operating plan goals; prepares and manages associated budgets
Oversee HR systems and employee records to ensure accuracy and improve the overall operation and effectiveness of the organization. Ensures timely and accurate submission of data requested by the EEOC, YMCA of the USA, Department of Labor, etc
Develop staffing strategies and implementation plans and programs. Identifies and cultivates appropriate and effective sources for candidates for all levels of jobs

Required

Bachelor's degree in business, human resources or equivalent preferred
Six or more years of professional experience in all aspects of human resources management
Knowledge and professional experience in planning and policy, talent management, selection, compensation, benefits, training and staff development, employee relations, and performance management
Ability to relate effectively to diverse groups of people from all social and economic segments of the community
Current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources
Proficiency in business and human resources related computer applications, which may include talent management systems, time and attendance systems, etc
Excellent verbal and written communication skills; excellent interpersonal and conflict resolution skills; and strong analytical and problem-solving skills
Human Resources certification (SHRM-CP or equivalent) or ability to obtain within 1 year of employment
