The Texas Department Of Criminal Justice is seeking a Contract Specialist II within their Contracts and Procurement Division. The role involves complex contract management work, including developing and evaluating contracts, coordinating contract activities, and ensuring compliance with policies and regulations.
Government Administration
Responsibilities
Develops contracts by identifying provider resources, describing services to be rendered, and negotiating contract features
Coordinates and facilitates contract pre-award and post-award activities; monitors contract performance and billings; confers with contract providers to ensure compliance with policy, procedure, legal, and fiscal requirements; assists in the dispute resolution process; and assists in negotiating contract renewals, amendments, and plan changes
Prepares specifications for bid requests; develops procurement documents; assists in developing bid evaluation instruments; and maintains contracting records
Assists in providing guidance regarding contract administration policies, procedures, rules, and regulations; and responds to requests for program information
Qualification
Required
Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Public Administration, Finance, Accounting, or a related field preferred
Three years full-time, wage-earning purchasing, contracting, contract management, contract monitoring, financial auditing, accounting, or statistical analysis experience
Must have or be able to obtain a Certified Texas Contract Developer (CTCD) certification within twelve months from the date of employment
Must have or be able to obtain a Certified Texas Contract Manager (CTCM) certification within twelve months from the date of employment
Must maintain valid certifications for continued employment in position
Knowledge of applicable state and federal laws, rules, regulations, and statutes
Knowledge of contracting regulations, policies, and procedures
Knowledge of community resources
Knowledge of automated purchasing methods and procedures
Skill to communicate ideas and instructions clearly and concisely
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public
Skill to interpret and apply rules, regulations, policies, and procedures
Skill to review technical data and prepare technical reports
Skill to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements
Skill to negotiate features of a contract, while balancing agency and provider requirements
Skill in problem-solving techniques
Skill in the use of computers and related equipment in a stand-alone or local area network environment
Skill to prepare and maintain accurate records, files, and reports
Preferred
Major course work in Business Administration, Public Administration, Finance, Accounting, or a related field preferred
Purchasing or contracting experience preferred
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred
