Government Administration

Responsibilities

Purchases goods and services within assigned commodity classes on the open market for amounts no greater than $10,000.00, along with term contracts and other TX SmartBuy procurements
Reviews specifications with agency representatives to secure full descriptions to be used as a basis for solicitations on commodities within assigned workload; prepares and distributes informal solicitations; prepares and reviews bid tabulations; analyzes bids; and prepares and issues purchase orders
Corresponds with other agency representatives and vendors regarding purchase requirements, delivery, and quality of merchandise
Maintains electronic files as required for purchasing record keeping and other material to document purchasing activities
Ability to perform arithmetical computations to evaluate bids and develop methods and procedures for locating supply sources
Performs a variety of marginal duties not listed, to be determined and assigned as needed

Required

Graduation from an accredited senior high school or equivalent or GED
Two years full-time, wage-earning procurement related job experience. Fifteen semester hours from a college or university accredited by an organization recognized by the Council for Higher Education accreditation (CHEA) or by the United States Department of Education (USDE) may be substituted for each six months of experience
Skill to communicate ideas and instructions clearly and concisely
Skill to maintain effective working relationships with vendors, suppliers, and agency staff
Skill to interpret and apply rules, regulations, policies, and procedures
Skill in problem-solving techniques
Skill in the use of computers and related equipment in a stand-alone or local area network environment
Skill to prepare and maintain complex records and files in an automated system
Skill to evaluate bids and compile reports for use in determining successful offer
Skill to communicate effectively via spoken, email, and written communication
Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment

Preferred

Experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs
Knowledge of purchasing methods and procedures
Knowledge of automated purchasing management systems
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations
