Chief Information Officer

Responsibilities
Develop and execute a comprehensive technology vision aligned with the Mayor’s criminal justice priorities, including public safety, accountability, reentry, diversion, and system integration
Oversee daily management and long-term planning of MOCJ’s technology infrastructure, applications, and data platforms
Lead the development and implementation of enterprise applications supporting criminal justice programs, analytics, reporting, and interagency collaboration
Establish and enforce technology governance, standards, and performance metrics consistent with Citywide policies and MOCJ operational needs
Serve as a strategic advisor to executive leadership on matters related to data, information security, system modernization, and digital transformation
Direct annual and multi-year technology planning, budgeting, and investment decisions; evaluate program effectiveness and recommend enhancements
Oversee cybersecurity strategy, risk management, and compliance, ensuring protection of sensitive criminal justice data and systems
Coordinate with the NYC Office of Technology and Innovation (OTI) to ensure alignment with Citywide standards, security controls, and architecture
Lead vendor selection, contract oversight, and evaluation of in-house versus vendor-developed solutions
Ensure continuity of operations through disaster recovery, business continuity, and backup planning
Build and maintain partnerships with City and State agencies, law enforcement entities, courts, corrections, research institutions, and technology vendors
Qualification
Required
Do you have a baccalaureate degree from an accredited college or university?
Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question '2' above?
Do you have a satisfactory combination of education and/or experience equivalent to that described in questions '1,' '2,' and/or '3' above?
