SENIOR ASSOCIATE COUNSEL - 74074
The Megasite Authority of West Tennessee is a regional development authority under the State of Tennessee's Department of General Services, aiming to promote economic development and job creation. The Senior Associate Counsel will provide legal advice to the CEO, assist in document preparation, and collaborate with external counsel on large-scale development projects, while ensuring compliance with applicable laws and regulations.

Responsibilities
Provide day-to-day legal advice to the CEO in the operations of the Megasite Authority
Serve as primary legal advisor during board meetings, providing legal opinions and ensuring compliance with applicable laws and regulations
Prepare and review minutes of meetings to ensure accuracy and adherence to legal standards
Advise the Board on various matters, including rulemaking, policy development, and legislative actions
Assist in the preparation and review of legal documents, such as the water contract with Ford and the Well Protection Plan
Ensure that all documents are legally sound, complete, and ready for adoption by the Board
Guide internal teams in the development of agreements, lease amendments, and pilot PILOT agreements
Work closely with external counsel to ensure legal matters are handled effectively and efficiently
Oversee the preparation of legal documents related to large-scale development projects, particularly those involving Ford and related stakeholders
Provide legal support related to regional development initiatives, particularly in the context of the Megasites function as a regional development authority
Assist with the development and negotiation of agreements, ensuring the Authority's interests are well-protected
Advise on legal matters related to water and wastewater utilities, including regulatory compliance, contract negotiations, and coordination with public utility authorities
Support the development and adoption of water-related legal agreements and protections for the region
Work with Department of General Services and the Department of Finance & Administration for budget and product/ loss statements monthly and yearly
Invoice Ford monthly for water and sewer Property taxes PILOT statements Farm lease
Work with the treatment plant operator on operation of treatment plant Coordination with board, local government officials, TVA, STEMC and other utilities, engineering, legal and rate consultants

Qualification
Required
Current Tennessee Law License
Two years experience practicing law
Preferred
Regional development experience
Experience in water/ wastewater utilities law, relating to regulatory compliance, public utilities and environmental law
Legislative experience, including drafting and reviewing legal and regulatory reforms
