The Minnesota Department of Human Services is seeking a Manager of Crisis Services and Integrated Care Models to oversee the development and implementation of crisis services and integrated care models. This role involves managing complex relationships with various stakeholders and ensuring compliance with state and federal regulations to improve behavioral health crisis responses across Minnesota.

Responsibilities

Being informed on evidence-based practices, promising treatment practices and the crisis now framework as well as system of care development and overseeing the development of complicated policy related to systems transformation by identifying, proposing, and defining public policy proposals and alternatives
Implementing new health care policies and grant programs that affect the health and wellbeing of some of the most complex and vulnerable populations in our programs with a focus of community-based supports to improve the behavioral health crisis response
Administering multiple state and federally funded grant programs by ensuring implementation, direction, and oversight for crisis and systems of care grant programs for maximum functionality and expansion of access to care
Managing complex relationships with various internal and external partners
Negotiating proposed changes and priorities with other managers
Overseeing the hiring of staff; mentoring and supervising staff who are designing and implementing complex work plans
Establishing and maintaining complex relationships with internal and external partners, counties, tribes, providers, member and advocacy groups
Evaluating program outcomes and adjusting activities based on evaluation results

Required

Demonstrated leadership experience
Experience as a supervisor, lead worker, team lead, project lead
Completion of a State of Minnesota leadership program (e.g., ELI, L4)
A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - experience must include: 1+ year of experience identifying issues, goals, and strategic actions
100+ hours per year time commitment
Four (4) years of in-depth knowledge of crisis behavioral health systems, systems or care development, and oversight of integrated care models demonstrating the following:
Knowledge of state and federal statutory regulations related to behavioral health
Mental health and substance use care delivery systems with a focus on implementation of crisis policies, programs, and measures that will create change in provider behavior
Understanding of program management and continuous improvement process to produce and track measurable results
Experience with developing policies, directives, and/or instructions
Experience with strategic planning, research, outcomes, evaluation, and integrated services
Experience working with diverse funding sources, grants, and budgets

Preferred

Variety of experiences working effectively with others from different backgrounds and cultures
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns
Knowledge of laws and administrative procedures sufficient to serve as a policy and technical expert before legislative policy committees and other public forums
Clinical experience and knowledge of mental health programs and service delivery
Behavioral health knowledge of professional standards, laws and regulatory oversight of mental health services, programs and scope of practice across the lifespan
Knowledge of the Department of Human Services Behavioral Health Administration's service delivery models
Creative and efficient problem solver able to address a complex range of policy, clinical management, and systems issues
Organizational change processes and systems transformation frameworks
