Senior Global Recruiter - APAC

Rand Technology is expanding its global footprint and is seeking a Senior Global Recruiter to lead talent acquisition efforts across the Asia-Pacific region. The role involves strategic recruitment leadership, talent sourcing and engagement, stakeholder management, and ensuring a world-class candidate experience while navigating complex visa and employment requirements across multiple APAC jurisdictions.

Responsibilities

Own full-cycle recruitment for senior-level and specialized positions across APAC markets including Singapore, Australia, Japan, India, and emerging markets
Partner directly with senior business leaders and hiring managers to understand workforce planning needs and develop targeted talent acquisition strategies
Build and manage robust talent pipelines for current and future hiring needs across technical, commercial, and corporate functions
Serve as a trusted advisor on market intelligence, compensation trends, and competitive landscape insights specific to APAC markets
Develop innovative sourcing strategies utilizing LinkedIn Recruiter, Boolean search, networking events, industry conferences, and local talent communities
Execute proactive headhunting campaigns to attract passive candidates for hard-to-fill and niche roles
Build and nurture relationships with high-caliber talent across diverse industries and functions
Leverage employer branding initiatives to position Rand Technology as an employer of choice in APAC markets
Conduct comprehensive intake meetings with hiring managers to understand role requirements, team dynamics, and success criteria
Provide consultative guidance on job descriptions, candidate profiles, interview processes, and hiring decisions
Manage expectations and maintain transparent communication throughout the recruitment lifecycle
Present qualified candidates with detailed assessments and recommendations
Manage all recruitment activities within Paylocity ATS, ensuring data accuracy and process compliance
Navigate complex visa, work permit, and employment requirements across multiple APAC jurisdictions
Ensure adherence to local labor laws, diversity hiring practices, and regulatory standards
Contribute to the development and refinement of recruiting workflows and best practices
Track and report on key recruiting metrics including time-to-fill, quality-of-hire, source effectiveness, and candidate satisfaction
Deliver world-class candidate experience from initial outreach through offer acceptance and onboarding
Conduct thorough screening interviews and competency-based assessments
Guide candidates through complex interview processes and coordinate seamlessly across time zones
Negotiate offers and manage the acceptance process with professionalism and urgency
Partner with Global TA leadership to align regional strategies with enterprise-wide initiatives
Collaborate with APAC HR teams on onboarding, compensation benchmarking, and workforce planning
Share market insights and recruiting intelligence with global TA team members
Support special projects including diversity hiring initiatives, campus recruiting, and recruiting events

Required

5+ years of full-cycle recruiting experience with proven success placing senior-level and specialized roles
Deep expertise recruiting across multiple APAC markets with understanding of regional nuances, cultural considerations, and talent market dynamics
Demonstrated ability to source and close passive, hard-to-find talent in competitive markets
Strong stakeholder management skills with experience partnering with C-suite and senior leadership
Advanced proficiency with Applicant Tracking Systems (Paylocity experience strongly preferred), LinkedIn Recruiter, and modern sourcing tools
Legal authorization to work in Singapore
Consultative approach with exceptional relationship-building and influencing skills
Strategic mindset balanced with hands-on execution capabilities
Outstanding communication skills in English (additional Asian languages a strong plus)
Cultural intelligence and ability to work effectively across diverse markets and backgrounds
Data-driven decision maker comfortable with metrics and reporting
Self-starter who thrives in ambiguous, fast-paced environments with minimal supervision
Strong business acumen and commercial awareness

Preferred

Experience recruiting for technology, engineering, or specialized professional services firms
Track record building recruiting functions or processes from the ground up
Knowledge of employment regulations across Singapore, Australia, India, and other APAC markets
Bachelor's degree in Human Resources, Business, or related field
Professional recruiting certification (e.g., AIRS, LinkedIn Certified Professional Recruiter)
