Social Work Program Manager (Adult Services)

Responsibilities

Establishes goals and suggests priorities for subordinate staff to ensure that work plans are consistent with the annual plan
Provides input into agency planning through periodic reports and meetings
Consults with subordinate supervisors on issues that impact on program goals, objectives, policies and the delivery of services
Supports collaboration with service providers, foster parents, and other child placing agencies to ensure the highest quality of services is provided to the children who are served
Responsible for modifying or changing work assignments to maintain a balanced workload among subordinate staff
Compiles data in order to evaluate and monitor an administrative budget
Provide on-the-job training for staff and make arrangements for staff to receive formal training when offered
Ensures that policies and standards are followed and explains and implements changes when necessary or to meet client needs
Monitors the work of subordinate staff through the review of reports, cases, conferences and informal discussions
Resolves informal complaints, problems and grievances
Issues initial oral and written warnings for disciplinary actions
Responsible for performance evaluations, approving leave requests and making promotion recommendations
Interviews applicants for positions supervised and make recommendations to higher level management or hiring decisions
Performs other related duties as assigned
Makes referrals to local law enforcement, District Attorney, Division of Child Development and Early Education, and Aftercare and Prevention
Provides testimony in court on related CPS cases or cases subordinate staff are responsible for as necessary
Provides updated information about Child Protective Services to people in need or seeking services
Makes changes in work procedures to meet program demands and presents recommendations to management on issues which impact on programmatic goals, objectives and policies
Manages a small unit budget necessary for staff administrative expenditures
Provides on-the-job training for staff and makes arrangements for staff to receive formal training when offered
Ensures that policies, rules and regulations are followed, and explains and implements changes when necessary
Monitors the work of subordinate staff through case reviews, progress reports, conferences and informal discussions to assure compliance with operational standards and established policies
Discusses problems with staff and issues initial oral warnings for disciplinary action
Supervises Adult Services social workers and administrative support staff responsible for the delivery of intensive social work service to clients and their families who have serious and complicated social, economic, emotional or mental problems
Has working knowledge of social work principles, techniques, practices, and will follow the rules and regulations set forth by the NC Division of Aging and Adult Services along with NC Adult Care Licensure Section
Monitors the work of social work staff by reviewing case narratives, annual assessments, quarterly reviews, guardianship status reports, monthly adult care home monitoring’s, facility complaint investigations, operational standards and established policies
Participates in client interviews to determine if abuse, self-neglect, caretaker neglect or exploitation is occurring
Assesses all calls, letters, or office interviews that may require Adult Protective Services (APS) and/or Guardianship screening
Maintains frequent contacts with DSS Attorney concerning Adult Protective Services and Guardianship court hearings
Utilizes the Structured Intake Tool to screen Adult Protective Services Reports
Provides social work guidance to ensure the safety, well-being and protection of guardianship cases are maintained
Completes referrals to local law enforcement, District Attorney, Division of Health Service Regulation Complaint Intake Unit, Veteran Services and any other appropriate referral as needed
Evaluates Adult Services state policies in order to ensure that any changes or actions are appropriately addressed and incorporated
Provides supervision for emergency duty, after hours, as needed for all Adult Services program areas

Required

Master's Degree from an accredited school of social work and three (3) years of social work or counseling experience, including two (2) years in a supervisory capacity; or a Bachelor's Degree from an accredited school of social work and four (4) years of social work or counseling experience, including two (2) years in a supervisory capacity; or a Master's Degree in a counseling field and four (4) years of social work or counseling experience, including two (2) years in a supervisory capacity; or a four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five (5) years of social work or counseling experience, including two (2) years in a supervisory capacity; or graduation from a four-year college or university and six (6) years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, including two (2) years in a supervisory capacity; or equivalent combination of education and experience
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy
This position may be subject to a fingerprint background check
Per NC General Statute 153A-94.2(b), applicants for a position of employment required to work with children in any capacity will be required to electronically submit fingerprints to the NC State Bureau of Investigation for a state and national criminal history record
Child Welfare Services Pre-Service Training and CWS Supervisors Training

Preferred

Master's Degree from an accredited school of social work or related field and three (3) years of social work or counseling experience, including two (2) years in a supervisory capacity
Must have a valid driver's license and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy
