Maintenance Specialist

Responsibilities
Conducts detailed inspections of facilities, building systems (e.g. HVAC, electrical, plumbing, structural, mechanical, etc.), and grounds to assess condition, identify deficiencies, and ensure work meets organizational and regulatory standards
Evaluates the quality, consistency, and craftsmanship of completed maintenance work performed by staff and contractors
Ensures compliance with applicable building codes, OSHA, EPA, HUD/REAC requirements (if applicable), and organizational policies
Prepares detailed reports, quality ratings, and corrective action recommendations
Develops preventive maintenance programs and schedules; submits them for management review and approval; and supports approved implementation and effectiveness evaluation
Analyzes maintenance trends to propose proactive strategies that reduce downtime and extend asset life
Advises on best practices for optimizing building operations, energy efficiency, and system reliability
Recommends potential enhancements in PeopleSoft CRM utilization for tracking work orders, inspections, and asset management
Reviews technical drawings, blueprints, and specifications to ensure correct execution of work
Develops technical specifications for contracted maintenance services (e.g., elevator, HVAC, fire safety, etc.) in support of management and procurement processes
Evaluates contractor qualifications, reviews bids, and assists in selection processes, and advises site management staff accordingly
Monitors the performance of contractors and inspects completed work for compliance with specifications
Supports or capital improvement, renovation, and modernization projects
Prepares or reviews cost estimates and budget proposals for maintenance activities and capital projects
Tracks expenditures and recommends resource allocation strategies to maximize cost-effectiveness
Produces written reports summarizing facility conditions, maintenance needs, trends, and project status
Trains maintenance employees in new techniques, procedures, safety practices, and use of equipment
Serves as a technical mentor to site maintenance personnel; supports skill development and performance improvement
Promotes safe working practices and ensures adherence to established safety protocols
Performs related duties as assigned
Qualification
Required
High School Diploma and/or equivalent
A valid Commonwealth of Pennsylvania Class C Driver's License is required
Five (5) years of related progressive experience in building maintenance
Preferred
Associate Degree in a maintenance, engineering, or facilities related field or Technical Certificate is preferred
Eight (8) years of experience in the trades commonly used in building maintenance including three (3) years at the superintendent level directing a moderately sized building and grounds maintenance program
Proven experience in managing maintenance programs or capital projects
Certifications in areas such as HVAC, electrical, plumbing, building inspector, facility management, etc
