Business/Development Consultant (RFP)

Community Provider Network of Rhode Island (CPNRI) has been changing lives since 1985, and they are seeking a Business/Development Consultant to support a year-long planning initiative. The consultant will engage in a needs assessment and develop a business plan that reflects community priorities and best practices, particularly focused on individuals with disabilities.

Responsibilities

Advise on survey design to ensure alignment with business planning needs
Review survey instruments for clarity and relevance
Advise on sampling strategy and outreach approaches
Analyze survey data; identify key trends and implications relevant to Rhode Island’s economic and service environment
Written summary of survey findings to be integrated into full needs assessment report
Advise on focus groups’ structure in order to align with planning goals
Review focus group facilitation guides
Analyze focus group trends, themes, and summaries
Identify cross-cutting themes and implications for program design, workforce engagement, and sustainability within Rhode Island
Written summary of focus group findings to be integrated into full needs assessment report
Synthesize survey and focus group findings
Identify priority needs, service gaps, and opportunities specific to Rhode Island
Translating findings into implications for program, partnership, and business planning
Contributing to report structure and narrative
Full needs assessment report, with the consultant responsible for drafting the majority of the narrative, analysis, and findings
Draft Business Plan: Using the needs assessment findings, best practices, and local economic context, the consultant will lead development of a draft business plan
The Draft Business Plan will include: Mission, vision, and value proposition; Description of proposed programs and services; Target populations and anticipated community impact; Governance and staffing concepts; Operational model, with milestone and timelines from January 2027 through construction and program launch; High-level financial and sustainability framework informed by market data from Rhode Island funding, customer, and employer landscape; Key risks, assumptions, and implementation considerations

Qualification

Business planningRhode Island economic knowledgeDisability services experienceParticipatory planningCollaboration skills

Required

Experience in business planning for nonprofit, disability, healthcare, or community-based initiatives
Knowledge of Rhode Island's economic landscape, including major employers, workforce trends, and philanthropic and public funding sources
Experience working within or alongside the disability services sector, including understanding of service systems, accessibility, and community-based supports
Experience with participatory or community-informed planning processes
Ability to collaborate closely with organizational staff and stakeholders

Preferred

Preference may be given to candidates who are Rhode Island residents and demonstrate established relationships within the state
