NPS Program Eligibility Analyst
NYC Citywide Administrative Services is dedicated to making city government work for all New Yorkers. The NPS Program Eligibility Analyst will manage the Nonpublic School Security Reimbursement Program, ensuring compliance with application requirements and overseeing documentation for new and recertifying schools.

Responsibilities
Be versed on all aspects of the Local Law 2 of 2016, the Rules of the NPS Program particularly as it relates to the application requirements for the Program
Review NPS Applications submitted to the program to ensure the required files submitted by the schools, and verify all documentation received with the application which includes, Organizational Charts, BEDS forms; Workscope document; Nonprofit Non-Public School Documentation and the IRS 501(c)(3) Determination Letter
Save all application documents submitted via PASSPort in shared drive
Verify that the documents submitted are compliant with the application requirements
Reach out to the school for document resubmission or notify the school if it is found to be responsive, non-responsive (or not selected)
Maintain and update the Application Tracking Database that shows the status of the applications, daily
For recertifying schools, review, track and save all documents submitted with the recertification package – Workscope, BEDS form, and Attachment B
Email schools if documents need to be corrected
Issue notices to accepted schools, including the award letter, MOU, MOU completion instructions, and annual budgets via email, or a revocation letter if they fall below the minimum student threshold or are non-responsive
Assist with tracking of the receipt of MOUs signed by the schools and prepare for DCAS signature
Prepare the weekly MOU status report, application status report, and other ad-hoc reports as requested
Throughout the year, assist the Deputy Director with the review of the insurance documents submitted by the schools and update the insurance tracker
Throughout the year, review the Afterschool Activities requests submitted by schools in the program
Approve/deny school’s request for additional usage and inform schools of decisions via email and respond to questions/complaints
Update the Afterschool Activities database (excel file)
Qualification
Required
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school
A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in '2' above
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in '2' above
A combination of education and/or experience equivalent to '1', '2', '3', or '4' above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma
Preferred
Excellent analytical skills with keen attention to detail
Demonstrated intermediate knowledge of Microsoft Excel and Word
Excellent oral and written communication skills
The ability to work independently with minimal oversight while also collaborating with peers on a regular basis
Organizational aptitude with the ability to manage multiple, often-competing priorities, calmly and proficiently while adhering to strict deadlines
