ERP Program Operations Manager

The Illinois Department of Innovation & Technology (DoIT) is seeking an ERP Program Operations Manager to oversee operations and special projects for the Enterprise Resource Planning Program. This role involves planning, developing, and evaluating mechanisms to monitor vendor compliance with contracts, as well as implementing policies and establishing program objectives.

Responsibilities

Serves as the Manager of Operations and Special Projects for the Enterprise Resource Planning Program (ERP), including Contract & Policy Management for the Department of Innovation & Technology, determining operational policy which fixes objectives or states principles to control actions toward operating objectives
Develops and implements methods and systems to monitor progress toward attaining goals and objectives of the ERP Program, ensuring work products adhere to state-wide policies and guidelines
Performs research and analysis, drafts communications, and liaises with DoIT Legal Counsel on contractual issues related to ERP Program
Supervises contractual staff
Advises ERP Program Director and DoIT Secretary regarding program development, fiscal status and other related matters
Serves as an agency spokesperson on matters associated with the administrative Operations of the ERP Program
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Required

Requires knowledge, skill and mental development equivalent to four (4) years of college with coursework in public or business administration
Requires four (4) years of progressively responsible administrative experience in a public or business organization
Requires three (3) years of professional supervisory experience in a large organization
Requires the ability to verify identity
Requires employment authorization to accept permanent full-time position with the State of Illinois
Requires the ability to pass a position specific, agency required background check and requires self-disclosure of criminal history
Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone and any other required equipment or devices
Requires an appropriate, valid driver's license and the ability to travel in performance of duties with occasional overnight stays
Requires the ability to lift and carry objects or equipment weighing up to ten (10) pounds
Requires the ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends and holidays
Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45
Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act

Preferred

Four (4) years of professional experience developing and driving short-term projects impacting multiple workstreams and stakeholders
Four (4) years of professional experience applying organizational and project management methodologies to balance competing priorities, ensure high-quality deliverables, and achieve enterprise-wide objectives
Four (4) years of professional experience planning, developing, organizing, controlling, and evaluating the mechanisms to monitor vendor compliance with contractual agreements
Four (4) years of professional experience developing and monitoring large budgets with multiple funding streams
Four (4) years of professional experience ensuring work products adhere to state-wide policies and guidelines
Four (4) years of professional experience developing, establishing, and revising policies, rules, and regulations for ERP/Contract & Policy Management program implementation and governance
Three (3) years of professional experience building consensus and maintaining collaborative relationships with diverse stakeholders, including executive sponsors, cross-functional teams, project managers, and vendor partners
Ability to assess complex situations, identify potential challenges, develop effective solutions, and resolve sensitive problems
Ability to present findings and recommendations to varying levels of employees and leadership to achieve alignment and ensure understanding
Demonstrated verbal and written communication skills to effectively translate complex technical or policy issues into clear, actionable guidance for varied audiences
