Senior Research Analyst

The New York City Department of Consumer and Worker Protection (DCWP) is dedicated to enhancing the economic lives of New Yorkers. They are seeking a Senior Research Analyst to lead data reporting and analysis focused on financial empowerment programs, utilizing data to support program goals and demonstrate impact.

Government Administration

Responsibilities

Lead the data and analytic support for OFE programs and program development
Oversee research projects on current and emerging topics related to financial empowerment, financial health, financial capability, financial products and services, and predatory business practices impacting New Yorkers
Supervise directly the Research Analyst
Serve as project lead for the update of the Neighborhood Financial Health Indicators on the Neighborhood Financial Health Index Map
Assist OFE’s Director and Assistant Director of Policy and Research to provide support and feedback to OFE staff to ensure program, product, and policy developments incorporate the best and most appropriate research and research practices by conducting exploratory data analysis to detect patterns, trends, and relationships
Lead the management of the Customer-Relationship Management (CRM) for public facing financial empowerment programs
Implement OFE’s monitoring and evaluation processes including defining appropriate metrics for OFE initiatives/programs, working with DCWP’s data analysis team to identify and/or design tools for data collection and tracking metrics, defining and analyzing outcomes, and working with the Director and Assistant Director of Policy and Research as well as senior program staff to report on program progress
Collaborate with OFE’s Assistant Director of Policy and Research to complete timely analysis on the issues, legislation, systems and policies impacting the financial health and stability of New Yorkers with low incomes and of new policy, technologies and research; identify linkages to OFE’s programs and services and provide market and consumer insights to inform OFE’s work
Draft, proofread and/or edit a range of materials, including but not limited to publications, reports, program documents, policy memos, presentations, and grant proposals
Cultivate and maintain relationships with external researchers and field experts to inform research design and work
Stay abreast of the issues, systems, research and policies impacting the financial health and stability of New Yorkers with low incomes; and
Implement and manage special projects as needed to reduce systemic inequality and build individual and community wealth and assets

Required

Only permanent employees in the civil service title, comparable title (under 6.1.9), eligible for the 55a program, and those that are reachable in the civil service list are eligible to apply
A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area
A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in '1' above
An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in '1' above
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in '1' above
A combination of education and/or experience equivalent to '1', '2', '3', or '4' above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in '1' above

Preferred

Experience in community and economic development, community wealth building, student loan debt, asset building and/or financial inclusion fields, and a familiarity with OFE's programs and services
Demonstrated experience with both quantitative and qualitative applied research and evaluation design and implementation understanding of IRB protocols
Excellent research and data analytical skills proficient in R, CognosART and/or STATA, Tableau and Atlas.ti and familiarity with data visualization and Customer Relationship Management softwares
Experience and comfort level in implementing diverse methodological approaches
Proven ability to successfully manage multiple high-priority projects simultaneously and to organize and drive projects to timely completion
Highly organized with strong follow-through and an acute attention to detail
Supervisory experience in effective management and collaboration
Excellent verbal and written communication skills
Strong interpersonal skills and the ability to represent OFE in multiple settings and contexts, to both internal and external audiences
Proficiency in Microsoft Word, PowerPoint and Excel
