Director of Regulatory Compliance, Strategy and Innovation

The New York City Department of Environmental Protection (DEP) is responsible for protecting public health by managing water and wastewater services. The Director of Regulatory Compliance, Strategy and Innovation oversees regulatory programs and policy needs, manages departmental programs associated with compliance, and leads a diverse team to achieve environmental goals.

Responsibilities

Responsible for a broad range of State and Federal regulatory programs and policy needs
Manage departmental programs associated with regulatory compliance and strategy, including State Pollutant Discharge Elimination Systems, Clean Water Act, Combined Sewer Overflow control(s), laboratory services, operational systems optimization, research and development, ambient water quality monitoring, air quality compliance, industrial waste, and all associated work
Responsible for approximately 170 diverse staff
Provide executive leadership and strategic direction to deliver BWT’s mission and core values as well as advance resource recovery, improve business processes, and develop a culture of innovation
Exercise an extremely wide latitude of independent judgment and initiative to improve existing programs and implement new programs, policies, and activities for high-level bureau priorities
Coordinate with multiple DEP groups, including BWT, the Bureau of Engineering Design and Construction (BEDC) and Bureau of Environmental Planning and Analysis (BEPA) on achieving goals
Manage a wide range of divisions which requires a leader with a high level of technical expertise and communication skills
Communicate effectively with operations staff to develop consensus and understanding of operational needs and changes
Provide expertise for planning and technology decisions for new infrastructure, operation, research, policy development, and communications

Required

A valid New York State License as a Professional Engineer
Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work
At least two (2) years of experience in an executive, managerial, or administrative capacity

Preferred

Advanced degree in engineering, environmental science, sustainability or related field
Project Management Professional, or other applicable license(s) or certification(s)
Experience in creating, leading, and directing high-performance teams
High-level functional technical and scientific knowledge and skill in a large organization, public utility or large wastewater programs
Ability to work closely with treatment and conveyance systems operations staff on planning, performance, optimization and Standard Operating Procedures
Knowledge of whole systems analysis, process engineering, process improvement, lean management philosophy, six sigma or other related continuous improvement processes
Strong organization and project management skills
Ability to manage multiple tasks and experience working and managing through complex systems
Advanced experience with strategic planning, personnel management, and budgeting
Ability to establish and maintain effective working relationships with federal, state, regional and local agencies, union leaders, community leaders and the general public
Strong written and verbal communication skills and experience with diverse workforce
