Enterprise Architect

Apexon is seeking a Technical Executive Lead / Enterprise Architect to serve as the senior technical authority for large-scale Oracle Health Electronic Health Record implementations. This role will lead all technical workstreams, ensuring successful deployment across state and federal health systems, correctional health facilities, and affiliated healthcare sites.

Responsibilities

Lead end-to-end technical lifecycle for Oracle Health Millennium and RevElate implementations
Architect and deploy Enterprise Master Patient Index (EMPI) solutions
Design hybrid hosting models using Oracle Cloud Infrastructure (OCI) and on-prem environments
Ensure cybersecurity compliance, access controls, and disaster recovery readiness
Coordinate with Oracle Health Cloud Operations on performance and infrastructure validation
Oversee HL7 v2, FHIR, SMART on FHIR, and TEFCA-compliant integrations
Lead interface development using Cloverleaf, Rhapsody, Corepoint, Oracle Integration Services
Establish interface governance, lifecycle management, monitoring, and alerting
Integrate with statewide HIEs, labs, and external systems
Direct device selection, deployment, and validation across clinical environments
Conduct network and wireless readiness assessments (RF scans, VLANs, mobility support)
Lead bedside medical device integration (CareAware iBus, BMDI)
Ensure ergonomic, performance, and security compliance
Lead cutover strategy, mock go-lives, and command center operations
Oversee data migration from MEDITECH and ancillary systems
Validate data accuracy, reconciliation, rollback planning, and clinical acceptance
Serve as primary technical liaison to Oracle Health, client leadership, and vendors
Provide executive-level reporting on readiness, risks, and milestones
Participate in Steering Committees and Change Control Boards

Required

Bachelor's degree
8+ years of large-scale EHR implementation experience
Minimum 3 Oracle Health (Cerner) implementations
Strong experience with Millennium, RevElate, EMPI, HL7/FHIR
Proven MEDITECH migration and data harmonization experience
Expertise in hybrid cloud and enterprise architecture
Excellent executive communication and leadership skills

Preferred

Experience across multi-entity, state or federal healthcare environments
Cutover leadership in complex, heterogeneous systems
Device walkthroughs and network readiness experience
Exposure to correctional, behavioral health, or long-term care workflows
PMP, HIMSS, or relevant technical certifications
