Responsibilities

Develop, review, and refine Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), and other procurement documents for construction and security-related facility projects for federal review and approval
Assist in preparing acquisition strategies, market research reports, Justification & Approval (J&A) documents, and independent government estimates (IGEs)
Support solicitation package development, ensuring compliance with FAR, DHS, USSS, and internal acquisition policies
Coordinate with program managers, engineers, contracting officers, and vendors to clarify technical requirements and acquisition milestones
Track and manage acquisition timelines, deliverables, contract modifications, and award documentation
Produce high-quality technical documents including design narratives, requirements documents, project charters, risk assessments, and change management documentation
Translate engineering and construction concepts into clear, concise language accessible to contracting and program personnel
Maintain, update, and standardize construction project documentation, templates, and reference materials
Ensure document consistency, technical accuracy, proper formatting, and compliance with USSS and DHS documentation standards

Required

Bachelor's Degree, 4 to 8 years of total experience – additional years of experience or post-graduate degrees may be substituted for education or experience requirements
3–7 years of progressive experience supporting federal acquisition and procurement activities, with direct involvement in developing or supporting Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), and related acquisition documentation
Demonstrated experience supporting construction, facilities, or physical security projects for federal agencies, including coordination with engineers, facilities managers, and security stakeholders to translate technical requirements into acquisition-ready documentation
Working knowledge of the Federal Acquisition Regulation (FAR) and experience applying agency-specific acquisition policies and procedures (e.g., DHS or comparable cabinet-level departments) in the preparation of solicitation packages and supporting documentation
Experience supporting solicitation development and contract lifecycle activities, including tracking acquisition milestones, managing deliverables, supporting contract modifications, and maintaining award documentation
Hands-on experience assisting with acquisition planning activities, including development of acquisition strategies, market research reports, Independent Government Estimates (IGEs), Justification & Approval (J&A) documentation, and other pre-award planning artifacts
Proven ability to collaborate across multidisciplinary teams, including program managers, contracting officers, engineers, security professionals, and vendors, to clarify technical requirements, resolve documentation gaps, and maintain acquisition schedules
Strong technical writing and documentation skills, with experience producing high-quality requirements documents, design narratives, project charters, risk assessments, and change management documentation for senior government review
Demonstrated ability to translate complex engineering, construction, and facilities concepts into clear, concise, and compliant language suitable for contracting and program audiences
Experience maintaining standardized documentation, templates, and reference materials, ensuring consistency, technical accuracy, proper formatting, and compliance with federal and agency documentation standards
U.S. Citizenship is required
Must have an active Top Secret clearance
