Finance Director

The Early Learning Coalition of Marion County is responsible for overseeing early learning programs and ensuring compliance with funding regulations. Responsibilities

Assist the Chief Administrative Officer with the preparation, review, monitoring, and revision of the Coalition’s annual operating budget, program budgets, and budgets for new or expanded services in compliance with DEL and state requirements
Assist the CAO in maximizing and managing funding across federal, state, local, donor-restricted, and unrestricted sources in accordance with funding restrictions, grant agreements, and applicable laws
Prepare and present financial reports, in coordination with the CAO, to the CEO and Board of Directors
Oversee and review all financial reporting related to Department of Early Learning (DEL) programs, ensuring accuracy, timeliness, and compliance with contract and grant requirements
Manage DEL program financial risk analysis, including monitoring expenditures, allowable costs, and compliance indicators
Ensure compliance with: Generally Accepted Accounting Principles (GAAP), Government Auditing Standards, Title 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), State of Florida Chapter 10.650, Rules of the Auditor General, DEL contract and reporting requirements
Direct and oversee all general accounting functions, including but not limited to: Accounts payable and 1099 processing, Accounts receivable, Bank deposits, Reconciliation of accounts and bank statements, Cost allocation methodologies, Depreciation and fixed asset tracking
Assist the CAO with the development, implementation, and maintenance of internal accounting controls, policies, and procedures to ensure the timely production of accurate and compliant financial information
Monitor changes in federal, state, and DEL fiscal regulations and assist with updating policies and procedures to maintain compliance and operational efficiency
All financial transactions and reconciliations are subject to supervisory review and approval in accordance with Coalition internal control policies
Oversee the Coalition’s banking activities and maintain professional relationships with financial institutions
Monitor and manage cash flow to ensure the Coalition can meet operational, contractual, and programmatic obligations
Serve as the Coalition’s secondary liaison with independent auditors, the Auditor General, DEL, and other oversight entities
Coordinate audit preparation activities and ensure audits are completed accurately, smoothly, and within established timelines
Assist in the preparation and response to audit findings, corrective action plans, and monitoring reviews
Work collaboratively with the CEO, CAO, CPO, directors, and program staff to support Coalition initiatives and ensure alignment with organizational goals
Attend scheduled DEL calls, conferences, webinars, and required training
Participate in and support Coalition-sponsored and community events outside normal business hours, including evenings and weekends, as required
Perform other related duties as assigned by the CEO or CAO

Required

Bachelor's degree from an accredited college or university in Accounting, Finance, or a related field
Minimum of two (2) years of experience in nonprofit and/or government financial management
Equivalent combinations of education and experience may be considered
Ability to sit, stand, and walk for extended periods; use hands and fingers to operate a computer, calculator, and telephone; reach, stoop, kneel, or crouch as needed
Ability to occasionally lift and/or move up to 50 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions
Successful completion of Level 1 background screening and E-Verify requirements
Valid Florida Driver's License with a good driving record and proof of automobile insurance
Successful completion of a drug screening
Telecommuting eligible for portions of the position, if applicable
Ability to work flexible hours and schedules as required

Preferred

Bachelor's degree from an accredited college or university in Accounting, Finance, or a related field
Four (4) years of experience in nonprofit and/or government financial management and/or three (3) years within the Early Learning Coalition system
