Responsibilities
Collects and compiles data of current work processes and functions that make up BPA's Commuting, Motor Pool and Office Supplies Services programs; conducts analysis for quality, effectiveness, (process improvement) and efficiencies (cost reduction); identifies and proposes recommendations for alternatives or options to improve productivity and service delivery efficiency
Reviews impact of changes to NW* org procedures and processes resulting from BPA or DOE policy changes or an over-lapping internal org outside NW* proposed or implemented unexpected changes; identifies change impacts to org processes, proposes / drafts revised documentation; communicates and implements management-approved process revisions. These documents are living, constantly evolving documents and require regular reviews and updates
Plans, organizes, and conducts management surveys, studies, benchmarking, research and analysis for special purpose projects. This work may include working closely with managers and other BPA internal service providers to implement recommended new or improved processes, procedures and guidelines
Produces / drafts and proposes survey requests in support of all NW* organization's services, which may include independent industry research; collaborating with org management and/or SMEs to determine survey goal(s), determine appropriate questions, recipients, timing, etc.; and, presentation of proposed survey for BPA management approval
Drafts reports which identify ineffective system-management practices; ascertains problem areas where a need for improvement is indicated; produces and presents information and findings in a variety of formats, i.e., reports, charts, diagrams, spreadsheets and other media to BPA management / decision makers
Based on research and analysis, develops preliminary recommendations to increase efficiency and effectiveness of departmental functions; presents recommended actions to decision-makers and/or collaborates with management on revisions; assists with implementation of management-approved recommendations
Measures (via internal Customer Satisfaction Surveys) and performs analyses and creates reporting of various performance standards within the Commuting, Motor Pools and Office Supply programs. Analysis is based on customer expectations and business-driven performance elements (timelines, accuracy, ease of use, professionalism, and overall satisfaction with service received)
Researches and recommends methods and/or tools for complex data collection and reporting mechanisms as new and more rigorous information gathering and reporting requirements are expanded and defined. Presents research findings, options, and recommendations; assists with implementation of management-approved recommendations / projects
Collects, prepares and provides process performance data and operations-related information to support the fulfillment of formal reporting requirements such as BPA's Alternative Commute and Fossil Fuel Reduction Report in addition to BPA's Annual Alternative Commute Choice Report; as well as, provides the local cities / districts annual BPA commuter choice information. This work primarily involves compiling analyzed data for required reporting; preparing reports for management review; and, responding to any questions presented to or by BPA manager
Analyzes and evaluates workforce assignments and task/functional responsibilities as relates to effective and efficient operations, which may include working across the service delivery system to develop workforce utilization proposals for manager's review and approval and using detailed analyses of workflow, staff skill sets, roles/responsibilities and work methods to support recommendations
Performs new employee orientation presentation, informing new employees of Commuting and Motor Pool services, as requested
Upon request, attends and participates in briefings, presentations, working groups, and task forces as the BPA manager's representative, taking notes and providing information as directed by the BPA manager. Analyst's participation may involve providing a wide range of information on commuting, motor pools and office supply service delivery issues and internal customer-driven improvement opportunities; and, serving as liaison between various on-going groups and the BPA manager
Prepares draft communication and action plans to inform and educate internal Commuting, Motor Pool and Office Supply Services' customers through regular service request engagements; sets up topic-driven training events, and arranges one-on-one or small group problem solving events as requested by BPA manager
Provides analysis, cost tracking and forecasting of various NW* capital and expense data / budgets in support of Commuting, Motor Pools and Office Supplies management financial planning efforts, including recognizes, categorizes and explains spending anomalies; identifies spending trends for cost control, budget management and forecasting purposes; and, assists with tracking and monitoring all transit-related program budgets. Provide regular and ad-hoc reports and status updates as requested
Serves as point-of-contact and primary technical subject matter resource for Commuting, Motor Pool and Office Supply programs and current equipment, software and application sets, which includes: + Commuting ACCESS data entry and tracking system + Camtasia Studio for department safety and OpEx videos + Office supply ordering website (MPG) + Survey Monkey NW org surveys + Commuting, Motor Pool and Office Supply SharePoint sites + Coordinates the installation of software revisions to existing operating systems (ACCESS / SharePoint) for security and performance enhancement purposes. Works with IT to support required periodic upgrades by defining a testing methodology, criteria for performance verification, a transition schedule and the attendant updates to desk manuals and procedures
Serves as point-of-contact and primary resource for the Commuting, Motor Pool, and Office Supply SharePoint sites, including + Site administrator / owner + Site / web editing + Layout and content management + Sets and removes permissions, based on established procedure and/or need to know basis + Creates pages, lists, and libraries + Coordinates the installation of upgrades, patches, versions, data migrations, etc
Conducts research, analysis, and recommends methods, tools, workflow changes to improve techniques and employ standardized services; develop and/or recommend tools to promote effective coordination of records, including process maps and operating procedures that are shared or exchanged between work teams and functions. Assists with implementation of management-approved recommendations
Serves as point-of-contact for department project consultation and fulfillment of services. Confers with manager to determine the appropriate path between staff and service requirements, then coordinates the project and necessary resources to meet the agreed upon delivery date. Identifies and presents the customer with service that best fit their requirements while meeting operational costs
Serves as production and workload point of contact for management team; compares production outputs to established volume, quality and turn-time standards; provides recommendations for program adjustments and resource assignments that address demand in workload and emerging priorities to maximize equipment Motor Pool vehicle uptime and utilization with regular/scheduled maintenance and escalates break/fix situations through the established service-call process
Supports Program Management with drafting of service guidelines and process flows consistent with policy and negotiated agreements
Assists the BPA manager by serving as Contract Lead, providing guidance, management direction, and training to Commuting, Motor Pool and Office Supply contracted staff. Assesses day-to-day resource availability and recommends task and responsibility adjustments to balance contractor workloads and support temporarily vacated positions and associated responsibility sets. This work is to help facilitate the knowledge and skill set requirements needed to support current and future operational requirements
Coordinates and collaborates with established external suppliers for various Workplace Services programs, such as the Double Tree (parking arrangements) and Momentum (office supplies) via phone, email and occasionally in person, working to validate use requirements
Responds to a variety of inquiries for Workplace Services process / procedure information, forms/links, and other questions of a routine matter; more complex inquiries are forwarded to appropriate federal personnel
Works with org Contracting Officer's Representative (COR) as requested to confirm deliverables, assists reconciliation of inventory and provides other administrative or analytical assistance, such as assistance with drafting Statements of Work
As directed, assists with on-boarding tasks for new org personnel, including: + Coordinating with HR or the Supplemental Labor Management Office (SLMO) + Forwarding background information to Personnel Security + Arranging office space and supplies
Qualification
Required
A Bachelor's or Associate's degree in Business Management, Organizational Development, Computer Science (or related field) is preferred
With an applicable Bachelor's degree, 5 years of experience is required
With an applicable Associate's degree, 7 years of experience is required
Without an applicable degree, 9 years of experience is required
Experience should be consistent with the specific requirements of business and operations analysis and progressively more technical in nature
5 years' advanced experience with Visio
5 years' experience with SharePoint
Valid U.S. Driver's License is required
Preferred
Experience in website editing
Working knowledge of alternative transportation services as it relates to: Car / Vanpooling programs and qualified reimbursement requirements
Mass Transit services
Walking / bicycling programs
Demonstrate a working knowledge of Motor Pool programs as it relates to: General fleet maintenance, Vehicle dispatching
Demonstrate a working knowledge of Office Supply program management as it relates to: Qualifying products for the program, Measuring program inventory / costs
