Responsibilities

Coordinate the implementation of administrative policy in compliance with federal and state law and regulations
Provide research and analysis regarding flexibilities in state and federal law that may allow for process improvements
Work with counterparts, both internally and externally, to assess and propose best practices for implementation. Coordinate and prepare required agency reports and documents
Provide technical assistance to staff regarding policy making while analyzing and ensuring compliance with federal and state laws, regulations, and statewide policies
Review and edit drafts, providing procedural and technical advice regarding proposed policies
Lead policy development and revision projects by gathering information from agency subject matter experts, stakeholders, and other relevant entities
Conduct legal research, including review and analysis of pending legislation
Conduct special projects/studies working and interacting with agency staff, other state agencies, community members, and public groups concerning topics or problems affecting the agency
Develop and deliver general policy training for staff, including information about policy development processes
Develop auxiliary materials to build the Agency policy library, including policy bulletins, webinars, and manuals as applicable
Draft communication with external stakeholders, such as federal partners, related to high-profile policy issues
Serve as the DES Arizona Open Meeting Law Coordinator and ensure that DES staff supporting State boards and commissions comply with Open Meeting Law requirements
Ensure strict adherence to significant tracking and compliance requirements regarding Arizona Open Meeting Laws

Required

Bachelor's degree in Public Policy, Public Administration, Law, Political Science, or related field
At least five (5) years of relevant professional or combined educational and professional experience in a position involving research, analysis, and writing with a focus on human services policy and program design and implementation
Knowledge of principles and practice of law, as applied to policy making in Arizona
Knowledge of principles and practices of research, planning, and analysis
Knowledge of concepts of policy development and design
Skills in research and policy analysis
Skills in project management
Skills in written and verbal communication of complex issues
Ability to accept, organize, and prioritize direction from various points of contact
Ability to work cooperatively and effectively as a team member
Ability to review and provide guidance on policy and procedure development
Ability to communicate complex ideas and prepare and present information to diverse audiences
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify)

Preferred

Advanced degree in Public Policy, Public Administration, Law, Political Science, or related field
