Executive Director, Business Incentives and Energy Cost Savings Programs

The City of New York's Department of Small Business Services aims to create economic security for all New Yorkers. The Executive Director will oversee the daily operations of incentive programs, ensuring compliance and performance measures are met while assisting businesses in accessing various incentives.

Responsibilities

Oversee the day-to-day operations of staff working on incentive programs, including intake, application process, and ensuring the submission of on-going compliance documents
Sets, tracks and reports on goals and KPIs for the team to ensure performance measures are properly and accurately recorded and met; problem solves to overcome any challenges to attaining goals
Monitors the progress the applications and implementation of the benefits recipients
Verifies that formal benefit conferral documents, once executed, have been transmitted to client and appropriate utility company
Leads biweekly meetings with Utility Customer Account teams resolving any case disputes and benefit reconciliation
Provides technical assistance to ECSP recipients and other City agencies on incentives, including Utility reporting requirements, and schedule adjustments
Reviews mandatory reporting to ensure continued compliance with the program requirements
Conducts and assists in developing, implementing annual/multi-year strategic plan
Identifies opportunities to implement new processes to improve the experiences of businesses and improvements in staff performance and workflow
Identifies professional development opportunities that are aligned with the overall strategy and builds the staff capacity
SBS liaison for ECSP and LMEP with regulated utilities (e.g. Con Ed, National Grid, PSE&G Long Island), as well with CBO partners and other government agencies (e.g. DOF, EDC) in addition to providing guidance and information on SBS incentives
Monitors compliance of utility companies with ECSP rules to deliver ECSP utility credit
Manages special projects as assigned by senior management

Required

A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above
A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in '1' above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in '1' above
An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in '1' above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in '1' above
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in '1' above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in '1' above
A combination of education and/or experience equivalent to '1', '2', '3', or '4' above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in '1' above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in '1' above

Preferred

A minimum of 5 years of experience preferably in business services and/or economic development, and history managing multiple programs as part of a client service portfolio
Experience in managing staff responsible for business service delivery and implementing operational programs
Familiarity with the range of existing business incentives available to NYC businesses, along with a solid understanding of the commercial and industrial landscape across the five boroughs
Proficient in developing, managing and delivering federal, state, and municipal business incentives which can include but limited to tax credits and rebates, and utility and energy programs to support commercial and industrial business retention, relocation, and expansion
Experience in relationship building with external stakeholders including other City agencies, community-based organizations and utility delivery staff and management
Experienced in developing new programs to assist businesses, particularly in the areas of business taxation and grants
A proven track record of working with industrial and commercial businesses in a metropolitan setting
Professional communication and writing skills
Proficiency in Microsoft Word, PowerPoint, and Excel
Project management skills
Public speaking and leading workshops and information forums
Experience supervising staff and building a strong team dynamic
