UNICEF works in over 190 countries to save children’s lives and defend their rights. The Programme Associate (Budget) GS-6 is responsible for supporting budget formulation, monitoring, and implementation to ensure effective delivery of the country programme.

Responsibilities
Supports in researching and compiling qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations
Carry out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary
Uploads cost distributions clarifying shortfalls necessary to payroll processing on a monthly basis
Supports in Compiling and analyzes reports on staff costs and staff costs gaps. Performs quality checks on the information and reports received from all sections related to payroll
Retrieves and compiles reports needed for monthly and recurrent meetings in addition to minuting action points and follows up on these action points
Supports in the preparation of periodic and ad-hoc financial reports requested by the donors
Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up
Supports on ad-hoc basis in conducting regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems
Supports on ad-hoc basis the Programme Review Committee secretariat and in preparing and following up in Direct Cash transfers
Qualification
Required
Completion of secondary education is required
Professional and/or university courses related to the field of work are highly desirable
A bachelor's degree from a recognized academic institution in Finance, Business, or other relevant disciplines may be considered as equivalent to three years of related professional experience
A master's degree may be considered as equivalent to an additional two years of related professional experience
A minimum of six years of experience in office administration combined with budget support administration is required
In-depth knowledge of the administration, project operations, including monitoring and evaluation processes
Strong organizational, planning and prioritizing skills and abilities
High sense of confidentiality, initiative and good judgment
Ability to work effectively with people of different national and cultural backgrounds
Strong office management skills
High attention to detail
Ability to effectively manage the section's material resources and monitor its budget
Good analytical skills
Experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint
Fluency in English and Arabic is required
Knowledge of French is an asset
