Responsibilities
Provide essential support to the Department’s Office of Legislation and Regulations by effectively analyzing and managing assigned legislation and regulatory activities impacting the Department
Qualification
Required
Experience tracking and analyzing proposed legislation
Familiarity with rulemaking processes, such as the California Administrative Procedure Act (APA)
Experience in drafting, reviewing, or coordinating regulatory text and other rulemaking documents (e.g., Initial and Final Statement of Reasons)
Ability to manage multiple priorities or projects simultaneously
Experience coordinating with program staff, legal counsel, and external community partners
Ability to apply logical and creative reasoning to resolve complex governmental issues
Ability to develop and assess alternatives; analyze data; and communicate ideas and findings effectively
Ability to advise executive staff and other stakeholders on regulatory and legislative matters
Ability to build and sustain professional rapport with contacts throughout the course of work
Ability to review and revise written reports and establish and manage multiple project priorities
Knowledge of the Lanterman Act and Department's programs and regional center community services
Knowledge of APA rules and policies
Knowledge of OAL's rulemaking process
Knowledge of the administration and Department's goals and policies
Excellent writing skills and ability to convert complex documents to plain language
Knowledge of the formal and informal aspects of the legislative and/or regulatory processes
Understanding of governmental functions and the organizational structure of the State and local governments
Proficiency in computer programs (Outlook, Microsoft Word, Microsoft Excel, Microsoft Teams, PowerPoint, Adobe Professional, Zoom, Westlaw)
