Responsibilities

Assist in the management of workforce through appointments, promotions, transfers, reinstatements and terminations; and develop requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases and special salary treatments as assigned
Understand and interpret Civil Service Law, State Personnel Management Manual, Civil Service Attendance and Leave Manual, Title and Salary Plan and other official references to properly perform a wide variety of human resources activities
Assist with recruitment related activities and events
Participate in exam planning, including serving as a liaison between program areas and the NYS Department of Civil Service
Effectively communicate with candidates, providing timely responses to inquiries and providing information on the appointment process
Reviews tentative classification standards. Coordinates with affected program staff for appropriate and timely comments
Participate in large workforce initiatives at DOT, such as Seasonal Hiring and Reductions in Force
Review and ensure timely completion of probation reports. Provide guidance to program managers regarding the probationary termination process
Assist in the development and instruction of standardized guidance for internal staff
Special Projects or assignments as needed

Required

Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
An associate degree may substitute for two years of experience
A bachelor's degree may substitute for four years of experience
A master's degree may substitute for five years of experience
A doctorate may substitute for six years of experience
Applicants must be currently authorized to work in the United States on a full-time basis
Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education
Candidates selected for appointment must provide an original document to prove their citizenship and/or legal right to work in the United States
Candidates for employment must have proper authorization to work in the United States at the time an offer of employment is made
