Product Line Owner | .NET & Vendor Applications
The Washington State Department of Corrections Information Technology team is seeking a highly motivated and collaborative Product Line Owner to help drive the future of their technology services. This role is critical in shaping IT solutions and ensuring that technology investments align with strategic priorities and business needs.

Responsibilities
Working with the PLM to manage and schedule .NET development work from the Business Collaboration Committee (BCC), IT Governance Board (ITGB), and IT Operations which could look like:
Participating with other IT specialists in root cause analysis
Partnering with the PLM on the prioritized needs of the business as it relates to .NET and vendor applications
Engaging with business areas at least monthly to review progress and results, communicate planned future sprints, and affirm priorities
Facilitating the prioritization of user stories to inform selection of new and future tools
Utilizing the BCC and/or ITGB outputs to set the scope for .NET and vendor application releases
Communicating effectively with DOC system users, technical staff, contractors, and vendors including:
Providing customers information in ‘plain talk’ narratives for system updates involving enhancements to .NET and vendor applications
Supporting the Business Analysts (BA) in development and creation of System Help Articles that provide users with clear step by step navigation instructions
Acting as a point of contact between stakeholders (organizational, customer and industry) and the agile team regarding development feedback and direction
Communicating status updates and monthly summaries that address customer needs, release features, registry data, upcoming work informed by agency and business needs
Developing and maintaining a strong, reliable working relationship with stakeholders
Other tasks as assigned
Qualification
Required
Bachelor's degree in Computer Science or closely related field AND Five (5) years of information technology experience in any of the following areas: Analyzing systems and data, Consulting and providing customer, End user or technical support for enterprise applications, Facilitating large groups of people, Participating with design documentation or user acceptance testing
OR Associates degree in Computer Science or closely related field AND Seven (7) years of information technology experience in any of the following areas: Analyzing systems and data, Consulting and providing customer, End user or technical support for enterprise applications, Facilitating large groups of people, Participating with design documentation or user acceptance testing
OR High school diploma or equivalent AND Nine (9) years of information technology experience in any of the following areas: Analyzing systems and data, Consulting and providing customer, End user or technical support for enterprise applications, Facilitating large groups of people, Participating with design documentation or user acceptance testing
Five (5) years' experience in Corrections, Business Analysis, or Product Line Management, demonstrating the ability to plan and manage time effectively by identifying and handling competing priorities professionally while making effective decisions within short timeframes, taking appropriate action to ensure continued delivery of services. This can be gained concurrently
Possess strong verbal and written communication skills and be able to bridge the gap between technical and business requirements
Preferred
Developed and Maintained processes to support SDLC roadmap, prioritization of Agile backlog, as well as prioritization across multiple input sources (such as defects, business feature enhancements, urgent external demands, infrastructure performance and stability, and lifecycle management of a tools suite)
Knowledge and experience using Azure DevOps (ADO), Easy Vista, VISIO, SnagIt, SharePoint, and Microsoft Office Suite Software
