Communications Division Lieutenant

Person County Government is seeking a highly skilled and motivated Communications Division Lieutenant to join its Emergency Communications team. This position oversees and actively participates in the receipt, prioritization, and dispatching of law enforcement, fire, emergency medical services (EMS), and non-emergency calls for service, ensuring accurate call handling and effective coordination of emergency response resources.

Responsibilities

Receives routine and emergency telephone calls and personal requests for assistance concerning crimes, fires, rescue needs or general information, identifies the locations of callers to choose and dispatch the proper law enforcement, fire, or rescue department or unit
Serves as a supervisor in the Communications Division, supervising telecommunicators, trains new employees; assigns, directs and inspects the work staff; disciplines, coaches, counsels and assists with the completing of employee evaluations on assigned personnel; ensures County guidelines are followed
Monitors communications center and related equipment; oversees the daily operation of communication equipment; troubleshoots mechanical issues and reports issues to the Telecommunications Captain or designee
Operates a variety of electronic equipment to maintain contact with Sheriff and Police personnel, multiple fire units and emergency rescue personnel, and other law enforcement units; dispatches officers to answer requests for assistance
Interviews callers to determine the nature of concern and provides information about the situation as it develops and/or background information from the DCI; provides pre-arrival medical instruction using EMD system
Operates terminal connected with the DCI to obtain driver’s history, vehicle registration data and criminal record information; checks warrants; runs vehicle inquiries and driver license history checks for law enforcement agencies
Maintains communications logs and reports including the nature of calls, actions taken, and the times involved
Monitors public and private fire and security alarm systems; activates monitors to dispatch volunteer agencies; transfers appropriate calls to state patrol
Monitors activities of law enforcement officers on patrol and makes radio contact to ensure safety; takes and transmits personal and departmental messages
Takes and transmits after hours calls for municipal utilities and county social services, mental health and animal control
Conducts periodic reviews on Fire, Police, Administrative and other calls into and out of the 911 Center
Performs administrative tasks that pertain to the operation and function of the Communications Division
Works in the communications center to receive calls during weather and other emergencies such as hurricanes, ice and snow; informs emergency response personnel, local hospitals, rest homes, nursing homes and County departments of severe weather warnings provided by National Weather Service and other agencies
Performs routine maintenance of office equipment and work area
May be assigned to work the County’s Emergency Operation Center (EOC) and Mobile Command Post during emergencies or natural disasters
Performs other related duties as required

Required

Must possess a valid driver's license and have an acceptable driving record per County policy
Graduation from high school and public contact and customer service experience
Certification as DCI Operator by State of North Carolina
Certification as a Telecommunicator by the State of North Carolina
Certifications as Emergency Medical Dispatcher by the International Academy of Emergency Dispatch within six months
Valid CPR Certification within three months
Certification with FEMA/EMI ICS 100, 200, 300, 700, 800 within probationary period
Obtain training and certification in selected leadership courses
Must report to work at the scheduled time during inclement or adverse weather conditions

Preferred

Communications and dispatching experience preferred
or an equivalent combination of education and experience
