Responsibilities

Lead enterprise-scale IT, cybersecurity, and data modernization initiatives within the federal landscape
Provide both strategic and technical leadership across complex, multi-year efforts that integrate cloud, security, and data-driven operations
Guide program execution from planning through delivery—establishing governance frameworks, driving Agile and ITIL-aligned practices, and ensuring every workstream meets scope, schedule, and quality objectives
Oversee risk management, quality assurance, and performance reporting while maintaining compliance with federal and DoD standards such as the Risk Management Framework (DoDI 8510.01), Cloud Computing Security Requirements Guide (CC SRG IL4/IL5), and emerging Zero Trust Architecture principles
Act as a trusted advisor to government and partner stakeholders, translating technical complexity into actionable insight and measurable outcomes
Coordinate activities across cybersecurity, data operations, and IT modernization teams, fostering collaboration among internal and external partners
Involve supervisory and mentoring responsibilities for technical leads and subcontractors—cultivating alignment, accountability, and delivery excellence across distributed teams
Ensure operational resilience, cybersecurity compliance, and technical innovation across complex systems—empowering mission partners to deliver trusted digital services with confidence and precision

Qualification

Required

8+ years of experience planning, directing, and managing complex IT or cybersecurity projects
Bachelor's degree in Computer Science, Information Technology, Information Systems, or a related field
Favorably adjudicated Tier 5 investigation (include date, agency, and investigation type)
Certification (required): GSLC, CCISO, CISSP, CISM, CISA, CCSP, CISSP-ISSEP, or CISSP-ISSMP
Demonstrated success leading large-scale federal technology programs with adherence to RMF, CC SRG, and cybersecurity compliance frameworks
Proven expertise applying Agile, ITIL, CMMI, and PMBOK principles to deliver measurable results
Strong leadership, analytical, and stakeholder-management skills with the ability to communicate effectively at all organizational levels

Preferred

PMI Project Management Professional certification or equivalent
8 years experience or more in leading projects involving compliance with DoD CC SRG and DoD RMF
Experience overseeing multi-vendor or subcontractor teams under hybrid FFP/T&M task orders
Background in DoD or federal cloud, data, or cybersecurity programs supporting large user populations
Familiarity with enterprise-scale dashboards, metrics, and performance analytics in AWS GovCloud or similar secure environments
Current authorization to work on U.S. federal government contracts
Prior experience supporting Department of Defense, military family, or federal human services programs
Familiarity with large-scale federal delivery environments
