Contracts Specialist II, Procurement - Public Transit Department

The City of Phoenix is seeking a Contracts Specialist II to join the Public Transit Department's procurement and contracts team. This role involves procuring and managing critical service contracts for transit operations and ensuring compliance with city and federal regulations.

Government

Responsibilities

Skilled in reviewing and editing scopes of work
Conduct competitive procurements, draft and administer contracts, amendments, and Intergovernmental Agreements (IGA)
Ensure compliance with both City of Phoenix and Federal Transit Administration processes and policies

Qualification

Required

Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation
Bachelor's degree in public or business administration or a related field
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position

Preferred

Transit-specific procurement or contract experience
Experience with OpenGov, or similar system, for procurement management
Experience using SAP/SRM for sourcing, contract administration, and other procurement related tasks
Experience ensuring compliance with federal, state, and city procurement regulations in contract administration
Experience in administering and facilitating the procurement process, including the development of RFP/RFI/IFB solicitations, facilitating selection/evaluation, preparing actions for council/agency approval, and overseeing contract awards and development
