Responsibilities

Monitor the State's Breath-Alcohol Instrument Training program, oversee preparation of curriculum; hire and supervise training staff, Ignition Interlock Device Coordinator, Breath Lab Coordinator; oversee completion of required compliance reporting for grant authority, MSC, University, and Peace Officer Standards and Training (POST) program guidelines
Program oversight for Type II and Type III Training. Assist in the preparation of grants for submission and continued funding. Prepare for submission; monthly, quarterly and annual training reports to grant authority with approval of Assistant Director
Program oversight for the Ignition Interlock Device program and training. Assist in the preparation of grants for submission and continued funding. Prepare for submission; monthly, quarterly and annual training reports to grant authority with approval of Assistant Director. Directs the statewide Ignition Interlock Device monitoring program
Supervise full-time and consulting staff in the delivery of programs and projects to advance levels of training for statewide law enforcement personnel
The Program Manager will conceptualize, develop, and conduct impaired driving countermeasures training and educational awareness programs
Responsible for the annual grant submissions to ensure continued program funding for both the Breath-Alcohol program and the Ignition Interlock program funding
Ensure compliance with all federal and state grant-funding requirements
Create and submit all required grant reporting
Supervise, train, and evaluate the Lab Coordinator and all lab functions
Supervise, train, and evaluate the Ignition Interlock Coordinator and all monitoring functions
Recruit, train, assign, schedule, supervise, and evaluate additional staff, including temporary instructors
Oversee the educational component of the training program, including Type II, Type III, Lab Updates, Ignition Interlock Device and other related training
Develop and update educational curriculums and associated training manuals and materials
Ensure compliance with all breath-alcohol instrument requirements established by the Missouri Department of Health and Senior Services (MO DHSS)
Manage the inventory and maintenance of all state-owned breath-alcohol instruments (over 400 units statewide) assigned to Missouri law enforcement agencies
Serve as an expert in the area of alcohol impairment for the State of Missouri
Provide public service, including testifying before the state legislature, providing expert testimony for state prosecutorial services addressing the media, and speaking to professional/civic organizations
Serve as the University's expert on alcohol and drug impairment, providing training and services as required

Required

Bachelor's degree required in Criminal Justice, Safety, Chemistry, or closely related
Three (3) years' experience in safety-related occupation, (e.g., traffic or public safety) which must include one or both of the following: Instruction, training, and/or teaching professional programs, workshops, seminars and/or conferences. Program development and administration
Three (3) years demonstrated law enforcement experience, including DWI arrests
Two (2) years supervisory experience
Two (2) years demonstrated experience in grant writing and data management
Demonstrated breath-alcohol instrument operation and maintenance experience
Required; MO DHSS Type-II Instrument Supervisor permit certified, or obtained within first 6 months of hire
Required; certified in Indiana University's Borkenstein: Alcohol and Highway Safety course, or obtained within one year of hire
Required; Standard Field Sobriety Testing (SFST) Practitioner certification
Required; proof of instructor development training certification, or obtained within one year of hire

Preferred

breath-alcohol instrument manufacturer certified to repair and maintain instruments approved by MO DHSS
SFST Instructor certification, or obtained within one year of hire
Drug Recognition Expert (DRE) certification
