Safety Management System (SMS) Operations Coordinator

The City of Charlotte is committed to delivering quality public services and ensuring the safety and health of its residents. The SMS Operations Coordinator is responsible for performing regulatory inspections, identifying safety hazards, and ensuring compliance with federal, state, and local regulations related to airport safety.

Transportation/Trucking/Railroad

Responsibilities

Under supervision, ensures CLT’s compliance with 14 CFR Part 139, specifically Subpart E – Airport Safety Management System. Also responsible for general duties associated with CLT’s overall 14 CFR Part 139 and 49 CFR Part 1542 compliance
Conducts inspections on movement and non-movement areas to ensure compliance with FAA regulations, specific to airfield safety and CLT’s SMS
Assists with SMS-related projects. Frequently formulates comprehensive and concise communications in both oral and written form
Assists with training and promotion of CLT’s SMS program
Responsible for coordinating with stakeholders and internal partners on a regular basis
Conducts site visits at facilities around the airport property. Follows up on safety incidents, inquiries, and anonymous tips and generates reports
Generates work orders and inspects completed work to ensure satisfactory results
Conducts investigations into non-compliance with safety rules and regulations
Issues administrative safety violations to employees who violate safety rules in a professional and calm manner, when necessary
Supports CLT’s Foreign Object Debris (FOD) Management Program – responsible for organizing and leading FOD walks as well as associated program activities
Follows complex instructions, establishes and maintains effective working relationships
Assists during emergencies and irregular operations as directed
Assists other Airport Operations divisions with tasks as needed. May be assigned to day-to-day Airport Operations duties as needed, 24/7/365
Performs other duties as assigned

Required

High School diploma (or GED equivalent) and five years of related work experience OR
Associate's Degree and three years of related work experience OR
Bachelor's Degree and one year or relevant work experience OR
Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
Valid Driver's License (Required)
Non-Movement Area Driving Certification (Required to be obtained upon hire)
Movement Area Driving Certification (Required to be obtained within 60 days of hire)
Knowledge of 14 CFR Part 139 and Safety Management Systems
Knowledge of Airport and Air Carrier Operations, including relevant FAA and TSA regulations
Knowledge of SMS Safety Risk Assessment/Management Panels
Knowledge of Safety investigation best practices
Knowledge of Risk analyses and assessments
Knowledge of Microsoft Office software, airport operations software, and mobile phone applications
Skill in Building and maintaining relationships with other airport and tenant staff members
Skill in Working both independently and in a team setting, often with minimal supervision
Skill in Time management, specifically related to a workload that combines field and office work
Skill in Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
Skill in Providing excellent customer service
Skill in Collaboration and teamwork
Skill in Troubleshooting and problem-solving techniques
Ability to Work on-site, 5 days per week
Ability to Be available to work any shift 24/7/365, adhering to a non-standard/rotating schedule
Ability to Work both indoors and outdoors in all weather conditions
Ability to Operate a motor vehicle safely in all weather conditions on and off-road
Ability to Obtain and maintain both non-movement and movement area driving privileges within 60 days of hire
Ability to Conduct complex investigations and maintain confidentiality related to findings
Ability to Calmly and professionally issue administrative safety citations to employees who violate safety rules and procedures
Ability to Communicate clearly and concisely in written and verbal communication
Ability to Collaborate with other teams and perform other duties as assigned to support the overall airport operation

Preferred

AAAE ACE SMS or AAAE ACE Operations (Preferred)
Other relevant Part 139 or Safety Management System Certifications (Preferred)
