Responsibilities

Assists in the preparation of budgetary and management reports
Assists in the preparation of budgets to provide management with expenditure data, trends, and recommendations
Analyzes expenditure patterns and makes recommendations on the use of funds
Ensures coordination of budgeting procedures, preparation, and reporting
Assists in reviewing revenue patterns for appropriations analysis
Assists in preparation of reconciliation of treasury cash to budget and investigates any deviations
Assists in maintaining agency position control and salary budget worksheets
Assists in preparation of cost allocations on a monthly basis
Monitors capital budget expenditures to ensure compliance with the General Appropriations Act
Ensures accuracy and timeliness of submission of Legislative Appropriations Requests LAR, operating budgets, and requests for federal funding
Assists in issuance of instructions on budget and funding procedures and methods
Ensures compliance with established procedures, requirements, laws and regulations
Assists in the preparation of financial statements and reports for the LAR and Governor’s Operating Budget
Assists in measuring the impact of existing and proposed state and federal legislation
Back-up to grants coordinator and other miscellaneous duties
Assists in the preparation and submission of monthly grant reports and reimbursement requests
Performs related duties as assigned by management

Required

Graduation from an accredited four-year college or university with major coursework in finance, accounting, business or public administration, or a related field
Two (2) years of full-time work experience in budget preparation and analysis, financial management, contract coordination or performance measurement reporting work, including 1 year of journey-level state government budgeting experience
Possess a valid Texas driver license
Knowledge of financial administration, budget, control and fiscal accounting; and of the agency's financial program, governmental accounting, budget control methods, policies and procedures, and laws and regulations pertaining to fiscal operations
Knowledge of accounting, budgetary, and management principles, practices, and procedures; and of legal restrictions governing allocation of funds
Skilled in analyzing financial data
Highly skilled in the use of computer software: Excel, Word, and PowerPoint
Experienced using USAS, CAPPS and ABEST
Ability to monitor and report on performance measures; to analyze management problems and develop and present alternative solutions; to coordinate the gathering and analysis of data

Preferred

Preferred experience in USPS, CAPPS and Microsoft Query
