Manager of Budget and Accounting
The Texas State Auditor's Office is seeking a Manager of Budget and Accounting to direct budgeting and fiscal oversight work. This role involves managing the Business Services Department and providing strategic financial leadership to ensure compliance with fiscal requirements and effective resource allocation.
Government Administration
Responsibilities
Directs agency-wide financial operations to support agency programs and ensure compliance with state, federal, and agency fiscal requirements
Provides strategic financial leadership to support effective planning and maximize the use of appropriated funds
Oversees agency budget development, analysis, and administration, including monitoring revenues, expenditures, encumbrances, and unexpended balances
Ensures the integrity of financial operations through the implementation and monitoring of internal controls, fiscal policies, and procedures
Approves agency budget transactions, including allocations, transfers, and adjustments
Develops and maintains the agency’s chart of accounts and oversees financial business processes and reporting structures
Directs agency Business Services staff, including planning and evaluating work to ensure effective and efficient financial operations
Performs related work as assigned
Qualification
Required
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field
A minimum of five years of experience in accounting or financial operations is required
Knowledge of generally accepted accounting principles and procedures
Knowledge of governmental accounting and budgetary procedures and processes
Knowledge of legislative appropriations requests and operating budget processes
Knowledge of financial administration and budget control methods
Knowledge of statewide budget and financial systems including Centralized Accounting and Payroll/Personnel System (CAPPS), purchasing, travel, accounts payable, accounts receivable, and fixed asset systems
Knowledge of laws, policies, and regulations governing fiscal operations and automated accounting systems
Skill in organizing and prioritizing work to support efficient and effective operations
Skill in identifying, analyzing, and resolving complex issues through sound judgment and practical, innovative approaches
Skill in collaborating effectively with staff and management at all levels
Skill in presenting clear, concise, and actionable fiscal and operational information to executive leadership
Ability to prepare clear, concise, and accurate financial reports and schedules
Ability to accurately analyze, interpret and present financial data
Ability to interpret laws and regulations
Ability to supervise and develop professional staff performing financial reporting work
Ability to establish and maintain professional relationships with executives, legislators, and other stakeholders
Preferred
Certified Public Accountant (CPA) License preferred
