Administrative Technician I - Customer Service
Phelan Piñon Hills Community Services District is seeking an Administrative Technician I – Customer Service to support their customer service department. The role involves performing a variety of routine customer service, billing, clerical, and administrative support duties, including managing accounts and responding to customer inquiries.

Responsibilities
Responds to customer requests in person, by telephone, website, mail, e-mail, or fax to initiate, modify, or terminate water service accounts; explains billing practices and rates; and processes turn-on and turn-off requests, new and transfer accounts, and service orders
Receives and applies payments to customer accounts, including payments received in person, by mail, or electronically
Generates service orders for field staff
Prepares, enters, and posts account service, comments, and payment data to customer records using computerized systems
Runs reports for accounts with liens; tracks liens using spreadsheets; maintains lien and lien release records; and prepares and submits lien releases to the County
Performs a variety of clerical duties, including typing correspondence, data entry, maintaining and scanning files, sorting and distributing mail, and picking up and delivering mail as required
Performs routine administrative support activities for multiple departments, which may include maintaining databases and performing complex mailing distributions
Operates standard office equipment, including copiers, fax machines, adding machines, postage meters, scanners, and computers; utilizes various software applications and prepares reports as needed
Answers and routes incoming calls to appropriate District staff; provides accurate information regarding District programs, policies, and procedures
Participates in cross-training and provides backup support to other departmental staff
Reads, understands, and complies with District safety policies; attends safety meetings as required; and reports accidents, violations, or infractions to a supervisor
Performs related duties as assigned
Qualification
Required
Graduation from high school or possession of a GED or equivalent
Two (2) years of responsible, clerical, administrative, or customer service experience; or an equivalent combination of education, training, and experience that provides the required knowledge and abilities
Ability to successfully complete District-assigned customer service and other job-related training and/or education within one (1) year of appointment
Preferred
Experience performing customer service functions in a government or public utility setting
Bilingual skills, preferably Spanish, to communicate effectively with a diverse customer base
Benefits
Paid vacation is based on years of service: 10 days for 1-4 years; 15 days for 5-9 years, 20 days for 10-20 years, 25 days for 20+ years.
Sick leave accrues at 3.692 hours per pay period.
An average of 88 holiday hours per year.
Education assistance available after successfully passing a one-year probation period. Degree programs require a three (3) year employment commitment following receipt of the degree.

District paid coverage of 1 times the annual earnings, exclusive of overtime or bonus, to a maximum of $150,000.
