Director of Public Safety and Campus Security
NEOGOV is seeking a Director of Public Safety and Campus Security for Rivier University. Responsibilities
Plan, implement, supervise, coordinate, monitor, and evaluate the specific functions and services of the Public Safety department, including operating policies, procedures and methods
Ensure that services and procedures are modified in light of changing institutional and community needs, as well as ever-changing governmental statutes, laws and regulations
Exercise full supervisory authority, directly and indirectly over security officers and, when applicable, staff assistant and/or dispatcher; and provide staff supervision, which includes:
Planning staffing needs and master schedules
Planning and implementing staff development opportunities
Holding regular staff meetings to plan and coordinate activities, assign and review tasks, and resolve problems
Evaluate job performance and maintain personnel records
Develop, request and administer the operating budgets of assigned functions and recommend capital and personnel budget changes and/or additions as necessary
Plan and implement activities related to safety and security operations, such as:
Maintaining our Comprehensive Emergency Manage Plan
Plan security coverage for special events
Upgrades to the University’s camera surveillance system and access control system
Consult with the Assistant VP for Student Experience regarding the oversight and implementation of appropriate investigation of reported incidents; and ensure that all applicable College safety and security rules and regulations, as well as local, state and federal laws are properly enforced by security and residential life personnel
Assist in local police investigations that may occur on campus
Manage and coordinate building security systems
Provide oversight for campus parking control, which includes
Formulate/enforce parking regulations
Issue parking decals
When necessary, refer students for disciplinary action for parking violations
Coordinate parking for special events
Provide oversight for campus keys, which includes:
Collaborating with Human Resources and Facilities
Keeping inventory and distribution of keys
Work in conjunction with the Director of Facilities to make sure the following are being managed appropriately: campus fire safety systems, including inspections, testing and replacement of fire extinguishers, sprinkler systems and testing permit inspections, emergency exit signage and lighting
Confer regularly with the Assistant Vice President for Student Experience on a wide range of issues, such as handling incidents relating to criminal infractions against the University’s community standards and develop protocols for dealing with emergencies and other security issues
Participate in Orientation and other University events as requested
Consult regularly with Assistant Vice President, other University personnel and students, local law enforcement, fire protection, and rescue/hospital personnel to plan and evaluate services and activities
Provide appropriate training for the Residential Life and other staff members as requested
Plan and administer appropriate departmental records systems and prepare various administrative/operations reports
Attend various professional meetings and conferences to remain current with new developments and best practices in campus safety and security standards, policies and procedures
Manage and coordinate the use of the University-owned passenger vans, which includes:
Provide certification and re-certification of van drivers
Maintain certified driver record-keeping
Coordinate van reservations and vehicle inspection and maintenance
Review and update the Van Use Policy
Manage all aspects of compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act
Serve as requested on various University committees
Provide oversight for the ID program coordination (effective Spring 2012), which includes the following:
Maintain the ID workstation, and process new and reprint ID’s for 2,500 + faculty, staff, students, alumni and RISE participants
Ensure ID processing training for security personnel
Maintain contact with the ID contractor/vendor as well as IT personnel to ensure proper system maintenance
Consult with Assistant Vice President for Student Development regarding development and management of the budget related to the ID program
Qualification
Required
High School Diploma, with a college degree preferred and seven (7) to ten (10) years training and experience in law enforcement or security services, or a combination of education and experience from which comparable knowledge and skills are acquired
Broad-based knowledge and skills related to law enforcement and security methods and procedures including:
Up-to-date knowledge about what types of behavior constitute criminal offenses
Experience with automated fire safety
Investigating accidents
Familiarity with relevant criminal and civil laws
Handling emergency situations
General knowledge about fire prevention, fire-fighting methods, and first aid
Working knowledge about building security systems and operations
Training and/or experience in handling intoxicated individuals
Basic computer skills
Excellent administrative, supervisory and budget management skills
Ability to handle individual and group situations in and outside the University, often under stressful, dangerous and/or emergency conditions and often in the dual role of mediator and law enforcement
Physical demands of the job, including bending, sitting, lifting and driving
While performing the duties of this job, the employee is regularly required to talk or hear. In addition, the employee frequently is required to stand, walk; use hands to finger, handle or feel; and reach with hands and arms
This position requires the ability to lift office products and supplies up to 20 pounds occasionally
