Responsibilities

Subject to management approval, serves as the Enterprise Resource Planning (ERP) Business Intelligence (BI) Development Lead for the Department of Innovation & Technology (DoIT), directing the planning, development, administration and implementation of BI development activities mandated by legislation, regulations and the Secretary
Develops standards for the State of Illinois’ solution for the ERP Program’s design/construction of highly complex business intelligence solutions with SAP Business Objects BI Suite, SAP NetWeaver BW, SAP HANA, and other platforms
Identifies and defines areas of the ERP Program requiring study and researches and recommends alternative method of resolution to ensure SAP business intelligence development processes and configurations are properly documented
Supervises contractual staff
Serves as an agency spokesperson on matters associated with the Business Intelligence Development of the ERP Program
Advises ERP Program Director and Program Managers regarding program development, fiscal status and other related matters
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Required

Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in management information systems, data processing, telecommunication, or directly related information technology fields
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, telecommunication, or directly related information technology fields in a public or business organization
Requires three (3) years of professional experience supervising or leading a team of IT professionals in a large and complex IT organization
Requires the ability to verify identity
Requires employment authorization to accept permanent full-time position with the State of Illinois
Requires the ability to pass a position specific, agency required background check and requires self-disclosure of criminal history
Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone and any other required equipment or devices
Requires the ability to travel in the performance of duties and requires the ability to attend seminars, conferences and training to remain current on methods, tools, ideologies or other industry related topics relevant to job duties
Requires the ability to lift and carry objects or equipment weighing up to ten (10) pounds. This is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing
Requires the ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends and holidays
Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine
Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties

Preferred

Five (5) years of professional experience leading the design, development, and implementation of enterprise-level Business Intelligence (BI) solutions using platforms such as SAP BusinessObjects, Tableau, SAP HANA, or comparable BI technologies to support strategic and legislative business objectives
Four (4) years of professional ERP experience communicating and interpreting complex technical concepts to non-technical audiences, including executive leadership, and translating business needs into actionable BI or data analytics strategies
Four (4) years of professional experience managing ERP-related Business Intelligence (BI) architecture, including data modeling, data warehousing, and performance optimization in a large, complex enterprise organization
Four (4) years of professional experience overseeing the full Business Intelligence (BI) solution lifecycle, including requirements gathering, system design, data integration, development, testing, deployment, and supporting alignment with enterprise architecture and program goals
Four (4) years of professional experience leading cross-functional teams and managing vendor or contractual staff, including performance management, issue resolution, and alignment of deliverables with program objectives
Four (4) years of professional experience implementing advanced analytics, dashboards, and performance metrics that inform business decisions, improve data transparency, and support program accountability
Ability to analyze administrative and technical problems within ERP or BI environments and design innovative, data-driven software solutions that support operational efficiency and long-term strategic objectives
Demonstrated verbal and written communication skills, with the ability to develop executive-level presentations, technical documentation, and policy recommendations
