Budget Work Lead - Transfer Transparency Posting

Responsibilities
Serve as a core member of the Fiscal Leadership Team, aligning daily operational workflows with the Department’s high-level strategic fiscal objectives
Provide daily leadership and structured support for four budget and policy Analysts to ensure high-quality, and timely deliverables
Develop analyst portfolios and manage the distribution of assignments to maintain workload balance and team execution
Foster a culture of professional growth by providing hands-on mentorship and constructive feedback on analytical rigor and narrative precision
Oversee the full lifecycle of Decision Items (Dis), fiscal notes, and other budget documents to ensure smooth internal processing and clear ownership
Lead the internal DI development and budget submission process, ensuring all products align with CDHE priorities and compliance standards
Coordinate the completion of all Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) requests, including Budget Data Books, Long Range Financial Plans, and Requests for information
Provide technical guidance and quality reviews of analyst work products before they advance through the internal budget process
Retain a limited individual budget portfolio to remain technically engaged while prioritizing team leadership
Harmonize budget activities across finance, accounting, and procurement to improve accuracy and communication
Collaborate with institutional partners, Chief Financial Officers, and counterparts to meet Department objectives and coordinate funding recommendations
Assist the CFO and BD in the maintenance of state’s higher education funding formula and the completion of annual finance surveys (e.g., SHEEO, NASSGAP)
Work with leadership to forecast resource needs, assess fiscal risks, and prepare strategic recommendations for stakeholders
Develop standardized procedures, work plans, and reference guides to improve consistency and preserve institutional knowledge
Identify and resolve operational barriers to improve data reliability and overall fiscal workflow
Lead cross-training initiatives and provide structured training on state systems and budget development best practices to increase team resilience
Qualification
Required
Bachelor's degree from an accredited university or college in finance, accounting, public administration or a related field of study
Four (4) years of experience in a related field can replace the education requirement of a bachelor's degree
Two (2) years of experience in public policy development and implementation
Two (2) years of experience in state government or higher education institutional budget development, preparation, and execution
Two (2) years of experience in supervision, including staff hiring, performance management, staff effectiveness, professional development and building team culture; including the development of personal and team based long and short-term goals
Valid Colorado driver's license and compliance with all requirements for driving a state vehicle are required throughout the term of employment
Standard office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, PowerPoint, Outlook, and Teams)
State statutes, rules and regulations, policies, procedures, and guidelines
Colorado's budget and legislative process, state finances, administration and allocation of funds, budget planning and management
Higher education institution financial issues, the Department's statutory authority, policies, standards and constitutional authority as it relates to higher education
Work effectively in both independent and team situations
Manage sensitive issues and confidential information
Think critically and apply reasoning and analysis
Take the initiative to solve problems in an innovative manner
Communicate effectively, both written and verbally
Employ attention to technical detail and accuracy
Apply time management skills to prioritize work
Establish and maintain relationships with internal/external stakeholders
Read and interpret new and existing statutes to identify the impact of proposed legislation on the department
Build effective relationships with other state level partners including institutional Chief Financial Officers
Provide excellent customer service
Preferred
Master's degree from an accredited university or college in finance, accounting, public administration or a related field of study
Six (6) years of experience in a related field can replace the education requirement of a master's degree
Extensive knowledge of Colorado's budget and legislative processes, state finances, and the administration and allocation of public funds
Deep understanding of state statutes, rules, regulations, policies, and guidelines relevant to higher education
Proficiency in fiscal rules, GAAP principles, and internal controls
Proven ability to build effective relationships with state-level partners, including institutional Chief Financial Officers
Ability to take the initiative to solve complex operational problems in an innovative manner
Demonstrated skill in thinking critically and applying rigorous reasoning to sensitive fiscal issues
Excellence in both written and verbal communication, particularly when translating executive direction into clear operational plans
Deep knowledge of Colorado's legislative and budget processes, including the lifecycle of Decision Items and the long-range financial plan
