The Defense Counterintelligence and Security Agency (DCSA) is seeking an experienced Information Technology Specialist (Platform Manager) to support their National Background Investigation Services. The role involves developing and executing strategic roadmaps for the Atlassian platform, serving as a liaison between stakeholders and technical teams, and optimizing platform efficiency through automation and integration.

Responsibilities

Develop and execute the strategic roadmap for the Atlassian platform (JIRA, Confluence, etc.), establishing and enforcing governance policies to ensure alignment with enterprise goals
Serve as the primary liaison between business stakeholders and technical teams, translating complex business requirements into scalable, effective solutions within the JIRA ecosystem
Oversee all aspects of platform administration, including the architectural design of complex workflows, permission schemes, and project configurations to meet diverse operational needs
Drive platform efficiency and value by developing custom scripts for automation and managing API integrations to connect JIRA with other critical enterprise systems
Lead and mentor a team of JIRA support staff, fostering a culture of continuous improvement and overseeing user training and documentation
Optimize the platform to directly support and enhance core organizational methodologies, including the Software Development Lifecycle (SDLC), sAFE Agile frameworks, and IT Service Management (ITSM) processes

Work Schedule: Full Time

PCS (Permanent Change of Station): May be Authorized
Fair Labor Standards Act (FLSA): Exempt
Telework Eligibility: Supervisors may approve situational telework on a case-by-case, temporary basis for limited situations
If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement
In accordance with DoDD 8140.01/DoDI 8140.02, the position compliance requirement details are outlined in the Defense Cyber Workforce Annex
Any Information Technology/Security certifications / education specified in the DCWF Annex as defined by DoD 8140-M within six months of appointment date
The incumbent must sign a Statement of Understanding regarding the certification requirements and maintaining the appropriate certification is a condition of employment
This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management and is expected to meet all related certification requirements per the Department of Defense Instruction 5000.66
Applicants that do not meet this requirement are eligible to be hired but must obtain a Program Management Advanced certification within 4 years (48 months) after the first day of starting in the position
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility
Generally, this would include one year or more of such specialized experience
Experience using various JIRA administration tools to customize workflows and manage multiple projects
Experience creating long-term roadmaps for the JIRA platform, to align with business goals
Experience applying Application Programming Interfaces (API's) for integration with other enterprise systems and how it may affect the software development lifecycle (SDLC) methodologies like Agile and DevOps
Experience leading a team of administrators, managing stakeholder expectations and communicating across an organization
