THECB - Assistant Director (Academic and Health Affairs) - INTERNAL ONLY
The Texas Higher Education Coordinating Board is responsible for overseeing higher education in Texas, and they are seeking an Assistant Director for Academic and Health Affairs. Responsibilities
Directly supervises grant managers, program specialists, or other professional staff as assigned
Assigns, prioritizes, and monitors workloads to ensure timely, accurate completion of grant-related activities
Reviews staff work products for quality, accuracy, compliance, and consistency
Provides coaching, technical assistance, and professional development support to staff
Participates in hiring, performance evaluations, and corrective actions as delegated
Oversees assigned grant programs from solicitation and award through monitoring, reporting, and closeout
Ensures fiscal and programmatic reports are accurate, complete, and submitted in accordance with required deadlines
Reviews and approves routine budget revisions, amendments, and change requests within delegated authority
Coordinates leadership review and approval processes for grant awards and program modifications
Monitors grant activity for compliance with statutes, rules, grant agreements, and agency policies
Identifies operational, fiscal, and compliance risks and implements corrective actions as appropriate
Resolves routine to moderately complex grant issues independently and escalates higher-risk or precedent-setting matters to the Senior Director
Supports audit readiness activities, compliance reviews, and responses to audit or monitoring findings
Supports implementation and ongoing operational use of the agency’s grants management system for assigned programs
Develops, documents, and maintains standard operating procedures and internal controls
Trains staff and external stakeholders on grant processes, system requirements, and reporting expectations
Identifies and implements opportunities for process improvement and operational efficiencies
Coordinates with Finance to reconcile grant budgets, encumbrances, and expenditures
Maintains accurate grant records, databases, and tracking tools for assigned programs
Prepares summaries, analyses, and briefing materials for Senior Director and executive leadership review
Performs other duties as assigned
Qualification
Required
Bachelor's degree from an accredited college or university in public administration, education, finance, business, health policy, or a related field
Minimum of four years of progressively responsible experience in grants administration, program management, fiscal oversight, or a related function within a public-sector or higher education environment
Demonstrated experience administering state-funded or federally funded grant programs, including monitoring, reporting, and closeout
Experience interpreting and applying statutes, rules, policies, and grant conditions
Experience coordinating work across functional areas such as finance, procurement, legal, or contracts
Preferred
Master's degree in public administration, higher education, business administration, management, finance, or a related field. A master's degree may substitute for one year of required experience
Three (3) or more years of experience supervising professional staff
Experience leading or mentoring professional teams, including workload coordination and quality assurance
Knowledge of Texas grants administration requirements, including TxGMS or comparable systems
Experience with RFAs, procurement, contracting, and active grant or contract management
Experience supporting audit activities, compliance reviews, or corrective action processes
Experience administering health-related or higher education grant programs
Experience supporting system implementation, process improvement, or change management initiatives
