Fiscal/Budget Analyst

The State of Oregon's Construction Contractors Board is seeking a Fiscal Analyst 2 to provide essential fiscal support. The role involves budget development, monitoring, forecasting, and financial reporting to support the agency's strategic goals and operational success.

Responsibilities

Lead the development and monitoring of the agency’s biennial budget
Prepare financial forecasts, reports, and analysis for executive leadership
Ensure compliance with state financial policies and procedures
Collaborate with program managers to support fiscal planning and decision-making
Serve as a liaison with the Department of Administrative Services and other stakeholders
Support procurement, contracts, and grant management as needed

Required

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system
Five years of professional-level experience in accounting, fiscal auditing, management or program analysis
Experience must have included modeling, forecasting and analyzing fiscal information
A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience
A graduate-level degree in any of the above areas may substitute for four of the five years
A bachelor's degree in business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree)
Three years' experience in management, policy or program analysis, or technical-level budgetary support activities

Preferred

Strong analytical and problem-solving skills
Excellent communication and collaboration abilities
Experience with public sector budgeting or financial systems
Ability to work independently and manage multiple priorities
Commitment to equity, transparency, and service excellence
