The Texas Attorney General's Office is seeking a Director II for the Technology Contracts Section within the Contract Operations Division. This role involves directing and managing operations related to technology contracts that enhance child support services, developing performance standards, and ensuring compliance with contract management objectives.

Responsibilities

Directs and manages the operations of the Technology Contracts Section of the Contract Operations Division
Work involves developing, managing and monitoring contracts that will help provide more efficient child support services and effective partnerships with vendors and internal partners; preparing staff assignments and work schedules to accomplish program goals and objectives; performing timely performance assessment of staff and establishing measurable goals and expectations for employees
Work also includes identifying and monitoring training needs of staff and ensuring appropriate training is received; and establishing procedures to monitor quality of completed work and processes for performance improvement
Directs, plans, and organizes all activities of the Technology Contracts Section; provides direction, guidance and assistance to staff in program area
Develops contract management objectives consistent with management direction; develops contract performance standards, evaluates operations, and monitors and reports contract performance and compliance
Works closely with Division leadership to identify, define and assist with Section implementation of Division initiatives
Represents the Technology Contracts section on inter- and intra-organizational workgroups, task forces, and special projects
Plans, develops, recommends, implements, coordinates, evaluates and monitors policies, procedures, processes, problem resolution, and corrective action plans to ensure technology services are provided that support efficient child support services
Develops staff job descriptions and performance standards, recommends staff selections, transfers, reclassifications, and pay actions; develops staff goals and objectives, trains staff, and completes staff performance evaluations
Analyzes and compiles management information reports and project status reports for the Child Support Division management team; directs the preparation of budgets and provides final approval
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity

Required

Graduation from high school or equivalent
Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: business, contract management, human services, information systems, or public administration experience
11 years of full-time experience working in the following (or closely related) fields: business, contract management, human services, information systems, or public administration experience (Two of the total years' experience must be in management, with the ability to direct and organize program activities.)
Knowledge of office practices and administrative procedures
Knowledge of organizational behavior, including assuming and sharing responsibility
Extensive knowledge of the principles and practices of public administration
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs
Ability to travel (including overnight travel) up to 5%

Preferred

Two years of Child Support experience
Experience in an Information Technology environment
Knowledge of State Government operations
Ability to earn Certified Texas Contract Manager (CTCM)
