Responsibilities
Balance O&M, PMC, and RDT&E funding lines by comparing the official accounting system (SABRS) records to the records kept internally by the Program Office budget section (Extract Reports), the Automated Funding Document Management System (AFDMS), and the Financial Information Management System (FIMS). Resolve any discrepancies by researching contracts, Military Interdepartmental Purchase Requests (MIPR), and Work Request
Reconcile budget lines and justify Commitments, Obligations, Expenses and Liquidations with supporting documentation such as a contract, Military Interdepartmental Purchase Request, or Work Request, and contacting the accepting activity to challenge the unliquidated funds. Assist in the preparation of budget exhibits, and various additional fiscal taskers as required
Assist in resolving Vendor payment issues that have been filed through the Vendor Pay Inquiry System (VPIS), Wide Area Workflow (WAWF), My Invoice and any other system used in submitting vendor invoices. Perform accounting duties that pertain to the maintenance and reconciliation of official accounting records
Provide budget analysis, cost accounting and fiscal analysis. Responsible for the verification and reconciliation of Requisitions (MILSTRIPS), Military Inter-Departmental Purchase Requests (MIPRs), Work Requests (WRs), Inter-Departmental Billings (IDBs)
Compile data and provide estimates to support budget formulation, and perform variance analysis between budget plan and actual budget execution. Responsible for the recording of financial transactions such as commitments, obligations, and expenses onto the Extract Reports. Compile and review data to support fund administration and program analysis, and prepare financial progress reports and statistics

Expert familiarity with MS Office tools/products
Possess strong verbal and written communication skills
Candidate shall have prior experience in the technical and administrative aspects of USMC/DoN budget execution and financial reporting processes
Familiar with at least two or more of the following accounting/financial management systems: Standard Accounting, Budgeting and Reporting System (SABRS), Vendor Pay Inquiry System (VPIS), Wide Area Workflow (WAWF), Automated Funding Document Management System (AFDMS), or the Financial Information Management System (FIMS)
Preferred
Understanding of the technical and administrative aspects of budget execution and reporting processes using guidance such as DOD Financial Management Regulations (FMR); Defense Federal Acquisition Regulations (DFARS); Standard, Accounting, Budgeting and Reporting System (SABRS) users manual; Navy Marine Corps Acquisition Regulations (NMCARS); Marine Corps Financial Execution Standard Operating Procedures (MCO P7300.21); Defense Finance and Accounting Service Guidance and Instructions (DFAS); Joint Federal Travel Regulations (JFTR & JTR) for military and civilian members; and OMB Circular A-34 Instructions on Budget Execution
