COMMUNITY PROGRAM SPECIALIST V

NEOGOV is seeking a Community Program Specialist V for the City of Long Beach's Economic Development & Opportunity Department. This role focuses on connecting job seekers with employment opportunities and businesses with skilled workers, implementing strategies for employer engagement and workforce development.

Responsibilities

Plans, directs, and supervises the development and implementation of the City’s WIOA Title I Business Engagement, Rapid Response, and Layoff Aversion programs, ensuring full compliance with federal, state, and local regulations
Leads and supervises the Business Engagement Team, providing strategic direction, guidance, and performance oversight to ensure effective delivery of employer services and achievement of all WIOA program performance outcomes
Builds and sustains relationships with employers, labor organizations, industry associations, and regional partners to identify workforce needs, coordinate services, and promote utilization of WIOA-funded programs and resources
Oversees the City’s response to Worker Adjustment and Retraining Notification (WARN) notices, coordinating employer outreach, employee transition services, and interagency collaboration in accordance with state and federal requirements
Implements proactive layoff aversion strategies, including risk assessment, early warning identification, incumbent worker training, and customized business assistance to prevent job loss and strengthen local industry competitiveness
Designs and promotes business-driven workforce solutions such as On-the-Job Training (OJT), Customized Training, Incumbent Worker Training, and registered Apprenticeships to support recruitment, retention, and upskilling needs
Collects, analyzes, and interprets labor market and business intelligence data to identify emerging trends, workforce gaps, and sector priorities that inform strategic planning and service alignment
Represents LBWIN at local, regional, and statewide meetings, presentations, and events to promote business engagement and workforce development programs and foster collaboration among public and private stakeholders
Collaborates with internal and external partners, including Economic Development, labor, education, and community-based organizations, to ensure seamless coordination of employer and job seeker services
Researches and applies best practices in business engagement and high-road workforce strategies, integrating continuous improvement and innovation into service design to advance equitable access and quality outcomes

Required

Graduation from an accredited college or university with a Bachelor's Degree in Business, Public Administration, or closely related field (experience offering specific and substantial preparation of duties of the position may be substituted for the required education on a year-for-year basis)
Minimum of four (4) years of recent full-time professional experience offering specific and substantial preparation of duties of the position in the public or private sector
A Master's Degree in Business, Public Administration, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience
Possess valid California driver's license
Ability to communicate clearly and concisely, both orally and in writing
Ability to work effectively with a wide variety of people, including employers, adult residents, dislocated workers and youth, by consistently exercising tact, good judgment and a proactive, problem-solving focused communication style

Preferred

Knowledge and understanding of the Workforce Innovation and Opportunity Act (WIOA) programs services
Experience delivering employer-focused activities designed to help businesses find, develop, and retain talent
Experience working in Business Engagement, Business Development, or Business Support programs and an understanding of business needs
Demonstrated skills in process improvement, with a track record of identifying inefficiencies, implementing best practices, and enhancing service delivery within workforce and business development
Bilingual in Spanish, Khmer or Tagalog
