Responsibilities

Provide subject matter expertise to support acquisition activities related to Cybersecurity and Program Protection for USCG programs
Define Cybersecurity and Program Protection stakeholder objectives, needs, concerns, and security requirements, including associated validation methods
Develop system security requirements and associated verification methods
Develop security views and viewpoint requirements to support system architecture and design decisions
Identify and assess system vulnerabilities and susceptibility to lifecycle disruptions, hazards, and threats
Develop, maintain, and manage Cybersecurity and Program Protection guides and acquisition document templates
Develop and support processes for conducting Critical Program Information (CPI) Analysis and Criticality Analysis (CA)
Identify Critical Program Information (CPI), Critical Functions (CF), and Critical Components (CC) in support of developing comprehensive Program Protection Plans (PPP)
Provide security considerations to inform systems engineering efforts with the objective of reducing design errors, flaws, and weaknesses that may result in security vulnerabilities
Identify, quantify, and evaluate the costs and benefits of security functions to support analysis of alternatives, engineering trade studies, and risk management decisions
Demonstrate, through evidence-based reasoning, that system security claims have been satisfied
Collaborate across multiple security and technical disciplines to develop and evaluate feasible solutions that deliver secure and trustworthy systems

Required

Bachelor's degree in cybersecurity, engineering, computer science, or a related technical field with a minimum of eight (8) years of relevant experience, or
Master's degree in cybersecurity, engineering, computer science, or a related technical field with a minimum of six (6) years of relevant experience
Demonstrated experience providing Cybersecurity and Program Protection subject matter expertise in federal or defense acquisition environments
Strong knowledge of acquisition policy and systems engineering practices within the U.S. Coast Guard, Department of Homeland Security (DHS), or Department of Defense (DoD)
Experience defining and managing system security requirements, verification, and validation methods
Proven experience conducting vulnerability assessments and lifecycle risk analyses
Familiarity with Critical Program Information (CPI) Analysis, Criticality Analysis (CA), and development of Program Protection Plans (PPP)
Experience developing acquisition guidance, policy documents, and templates related to cybersecurity and program protection
Ability to perform cost-benefit analyses and support engineering trade studies related to security functions
Strong analytical skills with the ability to support evidence-based decision-making
Excellent written and verbal communication skills, including the ability to engage stakeholders and cross-functional teams
Demonstrated ability to integrate cybersecurity considerations across the full system lifecycle to reduce risk and enhance system resilience
