Human Resources (HR) Total Rewards Director

Responsibilities
Oversees the design, implementation, and management of PanTeXas Deterrence's (PXD) total rewards programs, including Compensation, Benefits, Incentives & Recognition, and Data Analytics
Ensures PXD programs attract, motivate, and retain top talent, and are compliant, competitive, cost effective, and aligned with Business Objectives
Serves as trusted advisor to executive leadership on Total Rewards matters
Leads, mentors, and develops the Total Rewards team
Responsible for execution of large programs
Builds and maintains a strong functional team through effective hiring, training, coaching, and team building
Maintains awareness of changes in federal and state benefits-related laws
Makes critical business decisions which affect organizational policy matters related to benefits administration and/or management
Briefs HR leadership on needed changes or revisions
Provides development, training and mentorship to all Total Rewards team employees
Designs and manages overall Compensation strategy, including base pay structures, salary bands, job architecture, and market pricing
Oversees delivery of the annual Compensation Increase Plan to senior management and the National Nuclear Security Administration (NNSA) for approval
Oversees annual compensation cycle activities, including merit increases and performance bonuses
Oversees benchmarking and market analysis, ensuring internal equity and external competitiveness
Partners with Finance for budgeting, forecasting, and cost modeling
Ensures compliance with applicable laws and regulations
Oversees benefits programs including health, retirement, wellness, leave and voluntary benefits
Evaluates vendors and manages broker and consultant relationships
Oversees employee recognition programs that reinforce culture and values
Ensures programs meet employee needs while controlling costs
Ensures compliance with applicable laws and regulations
Develops HR Analytics function, ensuring program effectiveness and informed decision-making
Develops clear communication strategies to ensure employees understand and value total rewards offerings
Partners with HR Business Partners and HR Operations to support workforce initiatives
Qualification
Required
Bachelor's Degree and minimum 12 years of relevant experience
20 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting
Minimum 3 years of supervisory/management experience
Knowledge of and experience in interpreting and administering employment law (Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO)) and other government compliance regulations
Proficiency in word processing, spreadsheet, database, and graphics software applications
Ability to effectively counsel and communicate to employees and management through complex issues
Ability to research and analyze various types of qualitative and quantitative data
Knowledge of the legal environment and where to find up-to-date laws/regulations
Ability to communicate effectively one-on-one and with small groups of employees to convey company and general employee information
Maintains working relationship with Union officials and adheres to terms of labor contracts by monitoring day-to-day implementation of policies related to Total Rewards
Maintains highest level of confidentiality in all settings and interactions
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status
The ability to obtain and maintain a Department of Energy Q clearance is required
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP)
If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 CFR 709

Preferred
Five years of supervisory/management experience
Advanced benefits experience, including knowledge and management of defined benefit and defined contribution plans
Advanced compensation experience, including development of annual compensation proposals and spend plans
Experience understanding and applying legal and benefit plan documents
Experience with Human Resources Information Systems (HRIS)
Experience with and knowledge of Department of Energy (DOE) reporting using iBenefits
Experience auditing and analyzing data
Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society of Human Resource Management - Certified Professional (SHRM-CP), Society of Human Resources Management - Senior Certified Professional (SHRM-SCP), Certified Compensation Professional (CCP), Certified Benefits Professional (CBP), Certified Plan Sponsor Professional (CPSP) or Certified Employee Benefits Specialist (CEBS) certification
Ability to make recommendations to effectively resolve problems or issues consistent with standards, practices/policies, procedures or DOE requirements
Ability to write clear, concise, and organized reports and correspondence
Builds collaborative relationships and teamwork with other departments/organizations (e.g., medical, Information Technology (IT), contracts)
Ability to manage competing demands and priorities
